THERE WAS LOTS GOING ON HERE IN SOUTHLAKE WITH CHRISTMAS AND HANUKKAH ACTIVITIES RIGHT HERE IN TOWN SQUARE.

AND AS ALWAYS, WE START WITH INVITE CITY CHAPLAIN PASTOR CLAYTON READ FROM SOUTHLAKE BAPTIST CHURCH TO LEAD US IN PRAYER.

AND THEN AFTER THAT, YOU CAN GO AHEAD AND BE SEATED.

AND WE'RE GOING TO BRING UP SOME CUB SCOUTS TO HELP US WITH THE PLEDGES, BUT PASTOR REED.

ITEM FOUR E APPROVE AN ENGINEERING SERVICES AGREEMENT WITH KIMLEY-HORN TO PROVIDE DESIGN, CONSTRUCTION, CONSTRUCTION DOCUMENTS AND OPINION OF PROBABLE CONSTRUCTION COST FOR EAST HIGHLAND REALIGNMENT IN AN AMOUNT NOT TO EXCEED $175,000.

LATER THIS WEEK, CITY COUNCIL AND THE CITY STAFF HAVE BEEN WORKING ON PREPARATIONS FOR THAT SINCE LAST WEEKEND.

THE WEATHER REPORT SEEMED TO BE KIND OF ALL OVER THE PLACE.

WE'RE NOT SURE WHEN AND EXACTLY WHAT'S GOING TO HAPPEN, BUT WE'RE ON TOP OF IT.

THE EMERGENCY OPERATION CENTER HAS BEEN ACTIVATED, AND WE'RE MAKING ALL KINDS OF CONTINGENCY PLANS.

YOU KNOW, IF THERE'S POWER OUTAGES, ROAD ISSUES, THAT SORT OF THING.

SO WE'LL JUST WAIT AND SEE WHAT WEDNESDAY NIGHT AND THURSDAY BRING US.

I'M GOING TO INVITE DEPUTY DIRECTOR OF HUMAN RESOURCES, CHAD MINTER AND OUR PURCHASING MANAGER, TIM SLIFKA, TO COME TO THE PODIUM.

THEY'RE GOING TO BE COVERING SOME EMPLOYEE SAFETY COMMITTEE THAT HAS BEEN SEATED FOR A NUMBER OF YEARS NOW.

AND THEY'RE AN INTERNAL TEAM THAT ENSURES THAT ALL OF OUR FACILITIES ARE OPERATING SAFELY, THAT OUR EMPLOYEES HAVE WHAT THEY NEED TO STAY SAFE.

AND WHAT A TIMELY DISCUSSION RIGHT NOW AS WE'RE ENTERING INTO A WINTER WEATHER EVENT.

I'M THE PURCHASING MANAGER HERE, AND I'M THE OTHER CO-CHAIR.

AND TONIGHT WE ARE GOING TO BE PROVIDING AN OVERVIEW OF THE CITY'S INTERNAL SAFETY PROGRAM.

OUR COMMITTEE WAS FORMED IN 2016 AND IT'S A DEDICATED GROUP OF EMPLOYEES FOCUSED ON CULTURE OF, OF WORKPLACE SAFETY.

THE PRIMARY ROLE IS TO PROMOTE A SAFE WORKPLACE FOR ALL EMPLOYEES.

THE COMMITTEE CONSISTS OF NINE EMPLOYEES, ALL FROM VARIOUS DEPARTMENTS.

AND WE MEET MONTHLY TO REVIEW CITY VEHICLE ACCIDENTS, EMPLOYEE INJURIES, ANALYZE TRENDS.

RECOMMEND TRAINING, DEVELOP INTERNAL COMMUNICATIONS, AND PERFORM BUILDING SAFETY AUDITS, ALL IN AN EFFORT TO HELP KEEP OUR EMPLOYEES SAFE.

SO SHORTLY AFTER OUR COMMITTEE WAS FORMED BACK IN 2016, WE DEVELOPED OUR MISSION.

AND THESE 12 GUIDING PRINCIPLES THAT YOU SEE HERE ON OUR SCREEN.

AND THESE PRINCIPLES HELP GUIDE OUR WORK AND ALSO SET EXPECTATIONS FOR ALL OF OUR EMPLOYEES, REGARDLESS OF THE ROLE THAT THEY'RE IN.

IN SHORT, OUR GOAL IS VERY SIMPLE.

WE WANT EMPLOYEES TO LEAVE AS THEY ARRIVED.

SOME WAYS THAT WE DO THIS.

TIM ALLUDED TO SOME OF THESE.

EACH MONTH, THE COMMITTEE PHYSICALLY WALKS ONE OF OUR CITY FACILITIES, AND IN THAT WALK OF THAT BUILDING, WE LOOK FOR SAFETY CONCERNS AND SAFETY VIOLATIONS, AND THEN WE WORK WITH THAT DEPARTMENT TO CORRECT THOSE ISSUES AND TRY TO PREVENT THOSE INJURIES FROM EVER HAPPENING IN THE FIRST PLACE.

IN ADDITION TO BUILDING AUDITS, WE ALSO REVIEW EMPLOYEE INJURIES AND VEHICLE ACCIDENTS.

AND AGAIN, WE WORK WITH DEPARTMENTS TO TRY TO RESOLVE THOSE ISSUES AND TRY TO PREVENT THEM FROM HAPPENING AGAIN.

WE PROVIDE DEPARTMENTS WITH TRAINING, TOOLS AND RESOURCES TO AGAIN TRY TO PREVENT THOSE THINGS FROM OCCURRING AGAIN.

IN ADDITION TO THAT, WE PROVIDE TRAINING AND COMMUNICATION TO OUR EMPLOYEES.

WE WRITE A MONTHLY SAFETY ARTICLE TO ALL EMPLOYEES.

THIS COULD BE THIS COULD STEM FROM A QUESTION THAT WE GET, OR AN ISSUE THAT WE'RE FACING, OR JUST A HOT TOPIC IN THE INDUSTRY THAT WE WANT TO ADDRESS PRIOR TO AN ISSUE OCCURRING. FINALLY, WE HAVE A SMALL BUDGET THAT WE HAVE WITH THE SAFETY COMMITTEE, AND WE USE THIS TO ADDRESS IMMEDIATE NEEDS THAT ARISE THROUGHOUT THE YEAR. SO, FOR EXAMPLE, WE HAVE PURCHASED IN THE PAST KEVLAR GLOVES FOR THE POLICE DEPARTMENT, FIRST AID KITS FOR CITY VEHICLES AND SPIKE SHOES THAT WE'LL BE USING PROBABLY HERE SHORTLY IN THE NEXT FEW DAYS SO EMPLOYEES DON'T SLIP ON THE ICE.

OKAY. EACH YEAR, THE COMMITTEE WORKS TO COMPLETE AN ANNUAL SAFETY REPORT, AND WHAT YOU SEE ON THE SCREEN IS HIGHLIGHTING SOME OF THE ACCOMPLISHMENTS AND THE SAFETY STATISTICS THAT WE HAVE.

SO THERE'S WE MET TEN TIMES THIS YEAR.

WE REVIEWED 37 INJURY REVIEWS AND THEN 21 VEHICLE ACCIDENTS.

AND THEN THERE'S OTHER SPECIFICATIONS THERE.

WITH ALL THAT, ALL THAT WAS INCLUDED AS PART OF THAT SAFETY REPORT, THEN AND THEN IF THERE ARE ANY QUESTIONS WE'RE HAPPY TO ANSWER ANY QUESTIONS.

AND WE HAVE THE COMMERCIAL LAND USES ALONG 1709, AND THE RESIDENTIAL LAND USES BEHIND 1709 AND IN THE BACK.

ONE OF THE ISSUES THAT WAS RAISED AT THE LAST MEETING AND PREVIOUS MEETINGS BY SOME OF OUR NEIGHBORS, WAS THE ISSUE OF TRAFFIC ON PEYTONVILLE DURING THE MORNING RUSH, WHEN THE STUDENTS THERE ARE DRIVING AND TRYING TO GET INTO THOSE PARKING LOTS, AND IT WAS SUGGESTED THAT THE LAST MEETING THAT THERE COULD BE A NO U-TURN TO KEEP PEOPLE LEAVING HERE AND NO U-TURN SIGN PUT IN AT THE BOTTOM OF THIS MEETING HERE, WHICH IS A LEFT TURN LANE TO GO INTO THE SOUTHERN ENTRY TO THE PARKING LOT AT CARROLL SENIOR HIGH.

BUT IN ADDITION TO THAT, THERE WERE CONCERNS ABOUT, WELL, IF PEOPLE DON'T U-TURN THERE, THEY'LL BE ABLE TO GO DOWN TO SOUTHLAKE WOODS IN THAT ENTRY AND GO AROUND. WE FEEL THAT BECAUSE WE'RE REQUESTING THIS TO BE A GATED NEIGHBORHOOD, ONE OF THE FEATURES OF THE NEW AUTOMATED GATES AND HOW YOU CAN PROGRAM EVERYTHING IS THAT TO THE EXTENT THERE'S A PERIOD OF TIME IN THE MORNING WHEN IT'S DANGEROUS TO ADD ADDITIONAL TRAFFIC TO PEYTONVILLE AVENUE, THAT WE CAN JUST HAVE OUR GATE NOT ALLOW PEOPLE OUT.

AT THAT TIME, PEOPLE FROM OUR RESIDENTIAL NEIGHBORHOOD WILL BE ABLE TO LEAVE.

OF COURSE, OVER TO PLAYERS CIRCLE.

BUT I DON'T KNOW WHAT THE APPROPRIATE TIME IS.

BUT LET'S SAY IT'S 730 TO 9:00.

RELATED TO DENSITY AND LOT SIZE OF ALL THE APPROVED TZD AND SIMILAR DEVELOPS IN THE DEVELOPMENTS IN THE CITY OF SOUTHLAKE.

THIS PROPOSAL HAS THE LOWEST DENSITY AND AMONG THE LARGEST LOT SIZES OF ANY OF THOSE THAT HAVE BEEN APPROVED.

HERE'S A CHART THAT THE STAFF PUT TOGETHER, AND YOU CAN SEE FROM A DENSITY STANDPOINT, MANY OF THESE ARE IN THE TWO PLUS RANGE. SOME OF THEM ARE UP TO FIVE DWELLING UNITS PER ACRE.

THE MAJORITY OF THESE HOMES WILL BE BUILT BY THE LOCAL CUSTOM HOME BUILDERS THAT, YOU KNOW, AND I BELIEVE, TRUST.

SO AS FAR AS THE QUALITY OF THE HOMES THAT ARE GOING TO BE BUILT IN HERE, I THINK THAT HOPEFULLY SHOULD NOT BE A CONCERN, BUT WE'D BE HAPPY TO ADDRESS ANYTHING THAT YOU DO HAVE THERE.

AND YOU KNOW, OF COURSE, WITH A LOT OF THESE, THERE IS SOME OPPOSITION.

AND, YOU KNOW, I'VE BEEN WORKING ON PROJECTS IN SOUTHLAKE FOR OVER 25 YEARS, AND OF THE 50 PLUS PROJECTS THAT I'VE BEEN INVOLVED IN, I WILL SAY THERE'S BEEN OPPOSITION TO ALMOST ALL OF THEM.

YET THEY'VE HAPPENED, THEY'VE BEEN DEVELOPED, AND THEY ARE PART OF THE FABRIC OF SOUTHLAKE NOW.

AND MY CLIENTS AND I HAVE ACTUALLY HAD A LOT OF PEOPLE THAT WERE OPPOSED TO SOME OF THE OTHERS COME TELL US AFTERWARDS AND SAY, YOU KNOW, THIS REALLY WORKED OUT WELL. YOU KNOW, THE OPPOSITION WAS OVERBLOWN A LITTLE BIT.

WE UNDERSTAND WHY PEOPLE ARE OPPOSED, PERHAPS TO CHANGE AND ANYTHING THAT AFFECTS THEIR HOME SITE.

THAT'S VERY IMPORTANT TO US ALL AND ANYTHING THAT PERHAPS WILL AFFECT YOUR HOME, THEN OBVIOUSLY YOU'RE CONCERNED WITH THAT AND YOU SHOULD BE CONCERNED WITH THAT.

BUT I THINK THAT WE'VE ADDRESSED ALL THESE CONCERNS IN OUR PROPOSAL, AND I THINK THAT THIS WILL REALLY BE A NICE DEVELOPMENT FOR SOUTHLAKE.

YOU HAVE A U LANE AND A LEFT TURN LANE ONTO PEYTONVILLE FROM SOUTHLAKE BOULEVARD.

I WOULD OFTEN HAVE TO WAIT 3 OR 4 LIGHT CYCLES TO BE ABLE TO TURN, BECAUSE THE TRAFFIC BACKING UP GOING SOUTHBOUND ON PEYTONVILLE WOULD BE SO BAD IT WOULD BLOCK THE BOX.

IT WOULD BLOCK SO FAR THAT A LOT OF TIMES PEOPLE GOING EASTWARD ON SOUTHLAKE BOULEVARD COULD NOT EVEN GO.

I GO THROUGH THAT ROUTE EVERY DAY, BUT YOU ARE TALKING ABOUT 22 HOMES BEING BUILT THERE, AND THEN YOU ARE TRYING TO EXIT THAT ONTO PEYTONVILLE AND SAY YOU WANT TO PUT A PROGRAMED GATE. WHO MANAGES THAT GATE? THAT IS ALSO A CONCERN.

IF THE YOU KNOW, THE THERE IS NO SAY FOR THE CITY TO DO WHAT THE GATE IS SUPPOSED TO DO, THEIR CITY IS NOT GOING TO GO AND FIX THE GATE IF THERE IS SOMETHING WRONG.

I THINK THAT PROGRAM GATE IS NOT REALLY A SOLUTION THAT ONE OF THE COUNCIL MEMBER SAID THAT SOLVES THE PROBLEM.

OKAY, THIS IS A VERY FLAWED DESIGN THAT INCONVENIENCES DRIVERS, NEIGHBORS, STUDENTS, AND CREATES A SAFETY ISSUE.

WITH THE RIGHT TURN ONLY REQUIREMENT OUT OF THIS SUBDIVISION, THE DRIVERS WILL TURN SOUTH ONTO PEYTONVILLE, WHICH IS THE OPPOSITE DIRECTION OF THE MAIN ARTERY IN TOWN.

SOUTHLAKE BOULEVARD, AND IT WILL FORCE THE DRIVERS WANTING TO WANTING TO GET ONTO THE SOUTHLAKE BOULEVARD TO ENTER THE SOUTHLAKE WOODS SUBDIVISION, WHICH HAPPENS TO BE THE FIRST ONE RIGHT AFTER THEY TURN RIGHT TO CIRCLE AROUND THE ENTRANCE ISLAND.

WAIT IN THE SUBDIVISION TO TURN LEFT ONTO PEYTONVILLE AND HEAD BACK NORTH ONTO SOUTHLAKE BOULEVARD AND GET INTO THE TOWN OR 114, RIGHT? SO THIS NOT ONLY INCREASES THE TRAFFIC ON THE ALREADY CONGESTED PEYTONVILLE, BUT IT ALSO POSES A GREAT SAFETY RISK TO DRIVERS AND CHILDREN BIKING IN SOUTHLAKE WOODS, EVEN IF THE EXIT IS BLOCKED DURING SCHOOL HOURS.

LIKE THE BUILDER IS PROPOSING, THE PROBLEM STILL EXISTS DURING NON-SCHOOL HOURS.

OKAY, A BAD PROBLEM AT ONE TIME IS NOT GOING TO BECOME A GOOD PROBLEM AT ANOTHER TIME.

IT'S A PROBLEM IS A PROBLEM.

SO IT'S NOT A TIME DEPENDENT AND TIME CONSTRAINT PROBLEM.

IT'S A PROBLEM ALL THE TIME.

SECONDLY, THE DENSITY OF THIS PROPOSED SUBDIVISION IS ALSO VERY TROUBLING.

THERE ARE ONLY 22 HOMES SITTING ON AN AVERAGE OF ABOUT A QUARTER ACRE, AND WITH FRONT FACING GARAGES, IT DOESN'T BLEND INTO THE LARGER SIZE LOTS IN SOUTHLAKE WOODS AND ON THE SOUTH PEYTONVILLE, WHICH HAS LARGER ESTATES.

AND I THINK THIS ONE ALSO HAS YOU KNOW FRONTS, YOU KNOW, FRONT FACING GARAGES.

I BELIEVE SO MANY RESIDENTS HAVE MOVED INTO SOUTHLAKE DUE TO ITS LOW DENSITY HOUSING, AND THE PROPOSED SUBDIVISION IS INCONSISTENT WITH THE FUNDAMENTAL CHARACTER OF OUR CITY.

I KNOW THERE HAVE BEEN, YOU KNOW, SOME STATISTICS THAT WERE, YOU KNOW, DISPLAYED, BUT I THINK THE CITY COUNCIL NEEDS TO STOP THIS TREND OF SMALLER LOT SIZES.

WHILE GROWTH AND EXPANSION ARE ESSENTIAL FOR ANY CITY, THIS PROPOSAL IS FUNDAMENTALLY INCOMPATIBLE WITH SOUTHLAKE CHARACTER, SAFETY AND VALUES. THE PROPOSED HOMES ON LESS THAN QUARTER ACRE LOTS ARE NOT CONSISTENT WITH OUR COMMUNITY'S TRADITION OF LOW DENSITY DEVELOPMENT.

IN FACT, IT IS ONE STEP CLOSER TO NORMALIZING THE UNDEFINED MEDIUM DENSITY, WHICH COMPROMISES THE UNIQUE CHARM THAT ATTRACTS RESIDENTS TO SOUTHLAKE. MORE CONCERNING IS THE LOCATION DIRECTLY ACROSS FROM THE SENIOR HIGH SCHOOL.

THIS AREA IS ALREADY A HIGH TRAFFIC ZONE, AS YOU KNOW, WITH INEXPERIENCED DRIVERS, BICYCLISTS, AND THOSE KIDS WHO WALK TO SCHOOL.

ADDING TRAFFIC FROM 22 HOMES CREATES UNACCEPTABLE SAFETY RISKS FOR OUR STUDENTS WHO ARE ON AND OFF CAMPUS YEAR ROUND, NOT JUST DURING THE SCHOOL YEAR.

THEY HAVE CAMPS. THEY HAVE FOOTBALL PRACTICES.

AT ANY GIVEN DAY YOU DRIVE BY, THERE'S KIDS PRACTICING THERE ON THE TRACK AND FIELD.

WE CAN'T SACRIFICE THE SAFETY OF ONE CHILD, NOT ONE FOR THE FINANCIAL BENEFIT OF SOMEONE ELSE.

DON'T THINK THAT WE SHOULD EVEN GO NEAR THERE.

I CAN'T BELIEVE THAT'S NOT OUR BIGGEST CONCERN.

WHAT COULD GO WRONG WHEN THIS DEVELOPMENT HAPPENS TO BE DIRECTLY ACROSS THE STREET FROM CARROLL SENIOR HIGH SCHOOL? WHAT COULD GO WRONG WHEN YOU ADD A GATED ENTRANCE EXIT WITH A RIGHT TURN ONLY ONTO PEYTONVILLE BECAUSE THERE IS A MEDIAN IN THE ROAD BECAUSE THE HIGH SCHOOL IS RIGHT THERE. WHAT COULD GO WRONG WHEN 63% OF THE TREES COULD POSSIBLY BE REMOVED, RATHER THAN THE TYPICAL 30%? WHAT COULD GO WRONG WHEN THE PROPOSED HOUSES ARE ON LOTS ONE HALF THE SIZE OF THE NEIGHBORHOOD THAT THEY ABUT? I SPOKE ABOUT THE DENSITY AND SAFETY ISSUES THAT PLAGUE THIS PROPOSAL.

HOWEVER, TONIGHT, INSTEAD OF REITERATING THOSE IN GREAT DETAIL, I'M GOING TO SPEAK AS A RESIDENT WHO LIVES ON SOUTH PEYTONVILLE.

AS YOU KNOW, SOUTH PEYTONVILLE IS HOME TO OUR DISTINGUISHED SENIOR HIGH SCHOOL, BEAUTIFUL PIECES OF ACREAGE AND LOVELY NEIGHBORHOODS, INCLUDING SOUTHLAKE WOODS, PARK PLACE AND CHIMNEY HILL. SCATTERED IN BETWEEN THOSE NEIGHBORHOODS ARE BEAUTIFUL PROPERTIES THAT ADD TO THE CHARM AND AMBIANCE OF SOUTH PEYTONVILLE.

THIS ROAD HAS UNPARALLELED BEAUTY THAT WE ARE TASKED WITH PRESERVING AND PROTECTING FOR YEARS TO COME.

MY HUSBAND, WHO'S AN ENGINEER AND WAY BETTER AT NUMBERS THAN I AM, CALCULATED A ROUGH NUMBER, A ROUGH AVERAGE OF LOT SIZES ALONG SOUTH PEYTONVILLE.

I WANTED TO KNOW WHAT THE AVERAGE SIZE WAS.

WE HEARD THE WORRY OF ADDED TRAFFIC AND CHILDREN AROUND AND WE HEARD THE CONCERN OF LOTS HALF THE SIZE BACKING UP TO HOMEOWNERS PROPERTIES.

THE QUALITY OF THE HOMES THAT ARE BEING BUILT IS NOT AT ALL WHAT IT USED TO BE.

AND WHEN I SEE IN SOUTHLAKE GARAGES FACE THE FRONT, I FEEL LIKE I'M LOOKING AT GRAPEVINE OR COLLEYVILLE OR NOT EVEN COLLEYVILLE, PROBABLY BEDFORD.
