RARE DISEASE AFFECTS FEWER THAN 1 IN 2000 PEOPLE, WHICH IS ABOUT 3.5 TO 5.9% OF THE POPULATION.
72% OF THE RARE DISEASES ARE GENETIC DISEASES, WHICH MEANS THAT IT HAS BEEN PASSED DOWN BY PARENTS.

SO IT'S BEEN A COUPLE OF YEARS, I THINK THAT R ARE DISEASE DAY HAS BECOME RECOGNIZED, BUT WITH HAVING A STUDENT AT OUR SCHOOL AS WELL, WE WANTED THEM TO KNOW THAT THEY'RE JUST AS MUCH A PART OF OUR CAMPUS AS ANYONE ELSE IS.
AND SO WE WANT TO HELP EDUCATE OTHERS SO THEY CAN UNDERSTAND THE DIFFERENCES THAT EVERYONE HAS.

WHEREAS THERE ARE APPROXIMATELY 7000 RARE DISEASES AND CONDITIONS, EACH AFFECTING FEWER THAN 200,000 AMERICANS IN THE UNITED STATES, ACCORDING TO THE NATIONAL INSTITUTES OF HEALTH. AND WHEREAS EACH OF THESE DISEASES MAY AFFECT SMALL NUMBERS OF PEOPLE, RARE DISEASES AS A GROUP AFFECT AN ESTIMATED 25 TO 30 MILLION AMERICANS, INCLUDING RESIDENTS OF SOUTHLAKE.
AND WHEREAS WHILE MORE THAN 620 DRUGS AND BIOLOGICS HAVE BEEN APPROVED FOR THE TREATMENT OF OVER 1000 RARE DISEASES, ACCORDING TO THE FOOD AND DRUG ADMINISTRATION.
90% OF RARE DISEASES DO NOT HAVE AN FDA APPROVED TREATMENT, AND WHEREAS INDIVIDUALS AND FAMILIES AFFECTED BY RARE DISEASES OFTEN EXPERIENCE PROBLEMS SUCH AS DELAYS IN OBTAINING AN ACCURATE DIAGNOSIS, DIFFICULTY FINDING A HEALTHCARE PROVIDER WITH EXPERTISE IN THEIR CONDITION, AND A LACK OF ACCESS TO TREATMENTS OR ANCILLARY SERVICES.
AND WHEREAS OBSERVING THIS DAY SERVES AS AN OPPORTUNITY TO HONOR THE STRENGTH AND RESILIENCE OF THOSE LIVING WITH RARE DISEASES, THEIR CAREGIVERS AND THE MEDICAL PROFESSIONALS DEDICATED TO ADVANCING TREATMENT AND CARE.

ABOUT MIDWAY THROUGH ERIC'S TIME IN WAGON WHEEL AND A LITTLE TIME BEFORE RENAMING THE WAGON WHEEL TENNIS CENTER TO BE THE WAGON WHEEL TENNIS AND PICKLEBALL CENTER, ERIC BEGAN HIS JOURNEY IN PICKLEBALL. THAT'S WHERE THAT NUMBER IS DERIVED FROM. RESERVATIONS ONE OF THE BREAD AND BUTTER PROGRAMS THAT WE DO, ALLOWING OUR MEMBERS TO RESERVE COURTS SO THEY CAN HAVE THEIR OWN TIME, THEIR OWN SOCIAL GROUPS PLAYING PICKLEBALL.

YES, MAYOR AND MEMBERS OF THE CITY COUNCIL, WE COME TO YOU TONIGHT AS PART OF THE ANNUAL BUDGET PROCESS TO PROPOSE TO YOU THE CAPITAL IMPROVEMENTS PROGRAM TO CONSIDER FOR ADOPTION FOR FISCAL YEAR 2025, CAPITAL BUDGET, AS WELL AS THE FUTURE PLANNING OUT YEARS FOR THE SUBSEQUENT FOUR YEARS.
YOU'LL SEE ON THE SCHEDULE. WE COME TO THE COUNCIL EVERY FEBRUARY.
AND OF COURSE, WE ALWAYS DEVELOP THE CIP WITH A SET OF GOALS AND GUIDING PRINCIPLES.
AND ESSENTIALLY THEY START WITH MAKING SURE THAT THE PROJECTS THAT ARE INCLUDED, AS WELL AS THE AS THE FINANCIAL PLAN, WHICH YOU'RE GOING TO HEAR MORE ABOUT TONIGHT FROM OUR CHIEF FINANCIAL OFFICER, SHARON JACKSON, ARE FULLY ALIGNED WITH THE PROGRAMS THAT YOU WILL SEE BEFORE YOU.
AND WITH THAT, I'M GOING TO ASK SHARON JACKSON TO STEP FORWARD.
SHE IS GOING TO FOCUS ON THE FINANCIAL PICTURE OF THE CIP FOR YOU TONIGHT.
THANK YOU. AS SHOWN ON THIS SLIDE, THE TOTAL PROPOSED CIP IS 43.6 MILLION, WHICH WE DISCUSSED LAST MEETING. THE THREE LARGEST CATEGORIES OF INVESTMENT IS MOBILITY, WATER.
AND THE PARKS AREA REPRESENTS THE THREE LARGEST FUNDING FOR THIS PROPOSED PLAN.
AS SHOWN ON THIS SLIDE, WE'RE TAKING A VARIETY OF FUNDING SOURCES TO FUND THE PROPOSED SIP.
AS SHOWN HERE ON THIS SLIDE, WE HAVE MULTIPLE THREE DIFFERENT TYPES OF FUNDING.
THIRD PARTY FUNDING FROM THE TARRANT COUNTY BOND OF 2.2 MILLION, AS WELL AS THE CASH FUNDING.
THE LARGEST FUNDING SOURCE OF THE CIP, WHICH IS CASH FUNDING OF 25.3 MILLION.
AND LASTLY, WE ARE PROPOSING FUTURE CERTIFICATE OF OBLIGATION BONDS THAT WILL DISCUSS IN MORE DETAIL LATER OF 15.6 MILLION BROKEN OUT BETWEEN THE GENERAL FUND, JUST UNDER 9.6 MILLION, AND THEN THE UTILITY FUND OF $6 MILLION OF FUTURE COSTS.
THIS SLIDE REALLY DEPICTS THE DEBT STRATEGY THAT WE IMPLEMENTED EARLY IN THE 2000, AND HAS WORKED VERY WELL FOR THE CITY, AS INDICATED ON THE SLIDE, THAT WE'VE WORKED REALLY HARD AND INTENTIONAL OF REDUCING THE OVERALL CITY DEBT AND REDUCING THE PERCENTAGE OF ASSESSED VALUE, AS SHOWN IN THIS SLIDE. WE'VE REDUCED IT FROM 3% TO JUST 0.21%, AS WELL AS SHORTENING THE TERM OF OUR BONDS.
THAT 100% OF OUR BONDS TODAY WILL BE PAID OFF IN LESS THAN TEN YEARS.
AND THE GOOD NEWS IS THAT WITH THE FIVE YEAR CIP THAT'S PROPOSED FOR YOU THIS EVENING, THE SEALS THAT WE ARE PROPOSING, THE PROPERTY TAX WILL FALL IN LINE WITH THIS DEBT STRATEGY THAT HAS SERVED US WELL OVER THE YEARS, THAT THE DEBT WILL STILL BE REPAID IN LESS THAN TEN YEARS, AND WE WILL STILL MEET WITHIN OUR POLICY THRESHOLD AS IT RELATES TO THE LONG TERM DEBT OF ASSESSED VALUE. NOW TAKE A MOMENT JUST TO LOOK AHEAD TO WHERE, AS PRESENTED, IT'S A FIVE YEAR PLAN.
OF COURSE WE'RE ASKING FUNDING FOR FISCAL YEAR 2025.
BUT JUST TO LOOK AT THE NEXT FOUR YEARS ON THIS SLIDE, IT REALLY GIVES YOU A DEPICTION OF THE FUTURE INFRASTRUCTURE INVESTMENTS WITH THE NEXT FOUR YEARS WITH THE LARGEST CATEGORIES AS SHOWN ON THE SLIDE BEING IN WATER INVESTMENT, AS WELL AS PARK IMPROVEMENTS ARE THE LARGEST CATEGORIES FOR THE NEXT FOUR YEARS. AND THEN THE BEYOND YEAR IS JUST A PICTURE, A CAPTURE TO SEE OF FUTURE INVESTMENTS BEYOND THE FIVE YEAR PLAN THAT INCLUDES THE REPLACEMENT SCHEDULE, AS WELL AS IMPLEMENTING OUR APPROVED COMPREHENSIVE PLAN RECOMMENDATIONS TO ENSURE THAT WE CAN PROVIDE TO THE GOVERNING BODY A FIVE YEAR AND INTO THE FUTURE OF THE INFRASTRUCTURE NEEDS THAT THE CITY HAS.
THE PROPOSED CIP SUPPORTS THE IMPLEMENTATION OF THE OVERALL CITY STRATEGY.
THE PROPOSED PLAN IS ALIGNED WITH THE FINANCIAL MANAGEMENT GUIDING PRINCIPLES, AS WELL AS IT PROPERLY INVESTS IN THE CRITICAL INFRASTRUCTURE AS WELL AS ENHANCING MOBILITY THROUGHOUT THE CITY. NOW TO DISCUSS NEXT STEPS THAT IF THE PLAN IS APPROVED AS PRESENTED THIS EVENING, THAT INCORPORATES THE FUTURE CERTIFICATES OF OBLIGATION, WITH THE TWO FUNDING SOURCES OF PROPERTY TAX OF JUST UNDER 9.6 MILLION.
AND AGAIN, UTILITY FUND OF JUST UNDER RIGHT AT 6 MILLION.

WITH THE FINAL STEP OF MAY 6TH, WE WOULD GO TO MARKET WITH A COMPETITIVE BID PACKAGE FOR THE CERTIFICATES, AND THEN CITY COUNCIL WILL BE ASKED TO APPROVE ON THE COUNCIL MEETING AND THAT EVENING OF MAY 6TH.

THINGS THAT WE CAN IDENTIFY THAT ARE FUTURE LONG TERM PROJECTS THAT WE CAN START PUTTING CASH IN THE SAVINGS ACCOUNT TOWARDS, AS YOU MENTIONED, SO THAT TOWARDS THAT LAND ITEM. SO IT'S ALL PART OF HOW WE DEVELOP NOT ONLY THE CAPITAL PLAN TO ENSURE THAT OUR INFRASTRUCTURE IS PROPERLY BUILT AND MAINTAINED, BUT THAT WE ALSO HAVE A RESPONSIBLE FINANCIAL PLAN THAT GOES ALONG WITH IT.
