TO GIVE US A PRESENTATION AND AN UPDATE ON PROPOSALS FOR REDESIGNING THE TOWN HALL, PARK PLAZA.DIRECTOR MILLER. GOOD EVENING. MAYOR. ACTUALLY, THIS IS MY PRESENTATION HERE.
ALL RIGHT. TRY THAT AGAIN. GOOD EVENING, MAYOR AND MEMBERS OF COUNCIL HERE TONIGHT.
REALLY TO CONTINUE THE DISCUSSION, WE STARTED AT THE WINTER WORKSHOP AND REALLY TO JUST DISCUSS A FEW SPECIFIC ELEMENTS RELATED TO THIS PARK IN ITS DESIGN. SO THIS EVENING, WE'LL BE TOUCHING ON ARTIFICIAL TURF.
TALKING A LITTLE BIT ABOUT THE FOUNTAIN PLACE DECISION AND THEN ALSO TALKING ABOUT NEXT STEPS.
AND SO WE'VE BEEN LOOKING AT SOME DIFFERENT AREAS, SPECIFICALLY LOOKING AT THE TRAFFIC STUDY A LITTLE BIT DEEPER, LOOKING AT PARKING WITHIN THE TOWN SQUARE ENVIRONMENT, LOOKING AT PEDESTRIAN THE AMOUNT OF PEDESTRIANS THAT ARE TYPICALLY IN THAT SPACE ON A GIVEN DAY OR A GIVEN WEEKEND, AND THEN ALSO LOOKING AT THE TRAFFIC FLOW AS WELL.
SO WE'LL TALK THROUGH THAT AND THEN MOVE FORWARD INTO THE DISCUSSION.
SO THIS TOOK THIS WAS A DECEMBER 23RD A VERY BUSY DAY.
YOU SEE, FOUNTAIN PLACE IS REPRESENTED IN THE GRAY AND FOR THE PURPOSE OF THIS STUDY.
SO WHEN LOOKING AT THE HOLIDAY TRAFFIC, ABOUT 20% OF THAT TRAFFIC DURING THAT PEAK TIME WAS ON FOUNTAIN PLACE, AND THE OTHER 80% WAS SPLIT UP BETWEEN THE OTHER TWO STREETS.
THE NEXT ONE YOU SEE IS YOUR TYPICAL MID-WEEK TRAFFIC.
THIS WAS A 48 HOUR PERIOD OF TIME WHERE THEY LOOKED AT TRAFFIC DURING THAT TIME.
SO WHEN YOU LOOK AT THIS FROM A 48 HOUR PERSPECTIVE.
I EVEN TOOK IT FROM THE PERSPECTIVE OF A DAYTIME TRAFFIC 7 TO 7 OR 9 TO 9 DURING THAT TIME,

AND IT'S ABOUT 796. IT'S ABOUT 14% OF THE TRAFFIC, OR 33 CARS PER HOUR ON FOUNTAIN PLACE.AND SO AS I GO THROUGH THE PRESENTATION, WHEN I WHEN WE LOOK AT DIFFERENT OPTIONS FOR FOUNTAIN PLACE, I WILL KIND OF CALL BACK TO SOME OF THESE NUMBERS.
THIS NEXT SLIDE LOOKS AT THE IMPACT OF TRAFFIC OR IMPACT OF PARKING WITHIN THE TOWN SQUARE ENVIRONMENT, AS THAT HAS BEEN DISCUSSED. AND WITH THAT IN MIND, I WANTED TO PROVIDE COUNCIL WITH A HIGH LEVEL OVERVIEW, STARTING WITH THE AMOUNT OF CITY OWNED SPACES IN THE ENTIRE ENVIRONMENT.
SO THIS WOULD BE THE EAST AND WEST GARAGES AND ALL OF THE STREET PARKING.
THAT IS THE IMMEDIATE VICINITY OF THE PARK ON BOTH SIDES OF THE STREET, AROUND TOWN HALL, AND THEN ONE BLOCK EAST AND WEST ON MAIN STREET THAT REPRESENTS 192 SPOTS.
AND THEN FOUNTAIN PLACE ITSELF HAS 16 SPOTS. WHEN YOU LOOK AT THE ENTIRE ENVIRONMENT BETWEEN CITY CONTROLLED SPOTS AND KITE CONTROLLED SPOTS, IT'S ABOUT 5300 SPOTS TOTAL IN THE ENTIRE ENVIRONMENT.
NEXT, I WANTED TO LOOK AT THE PEDESTRIAN TRAFFIC AND FAMILY AND RUSTIN PARKS.
SO THIS DOES NOT INCLUDE STATE OR GRAND. AND THIS IS MEASURING ANY VISIT MORE THAN TEN MINUTES.
SO IF SOMEBODY IS DRIVING THROUGH FOUNTAIN PLACE VERY QUICKLY, OR IF SOMEBODY IS WALKING THROUGH ON FOUNTAIN PLACE TO GET TO ANOTHER SITE, OR EVEN AT AN EVENT WALKING ON STATE OR GRAND, THOSE NUMBERS ARE NOT MEASURED WITHIN THIS.
SO ON THE LEFT HAND SIDE YOU SEE PARK USE FOR AN ENTIRE YEAR, AND YOU CAN SEE THE TOTAL VISITS IN THAT AREA ABOVE TEN MINUTES WAS 190,000, SO ABOUT 520 A DAY. THE AVERAGE DWELL TIME WAS 48 MINUTES.
ON THE RIGHT HAND SIDE, YOU CAN SEE TOTAL VISITS ON WEEKDAYS.
SO PULLED THIS TO KIND OF TAKE OUT SOME OF THOSE LARGE SATURDAY CROWDS JUST TO LOOK AT IT.
AND YOU STILL HAVE 108,000 TOTAL VISITS WITH ABOUT 346 AVERAGE, 45 MINUTE DWELL TIME.
AND AGAIN, YOU CAN SEE THE BEHAVIORS BEFORE AND AFTER THE PARK.
YOU SEE A LOT OF DINING, SHOPPING, AND THEN OUTSIDE OF THAT 20%, 7% OF THOSE PEOPLE CAME TO THE PARK FROM WORK IN ABOUT 3.5% WENT BACK TO WORK AFTER. SO YOU CAN SEE SOME BEHAVIORS THERE.
SO WE LOOKED AT BICENTENNIAL. IT IS THE BUSIEST, AS YOU WOULD IMAGINE, AND WE TOOK OUT THE MARK BECAUSE THAT WOULD HAVE SKEWED IT EVEN HIGHER. WE'VE GOT, YOU KNOW, 700,000 VISITS JUST TO THE MARK ALONE.
AND SO THAT'S ABOUT 700 VISITORS A DAY. WHEN YOU LOOK AT NORTH PARK AND BOB JONES, THE FAMILY RUSTON PARKS WERE WELL ABOVE THOSE DAILY NUMBERS. SO IT'S PROBABLY THE SECOND BUSIEST CITY PARK IN TOWN.
AND SO AS THESE, AS THE PARK HAS IMPROVED, THAT WOULD LIKELY INCREASE AS WELL.
YOU CAN SEE ALL OF YOUR EAST WEST AND NORTH SOUTH TRAFFIC.
THAT IS AN ISSUE THAT CURRENTLY EXISTS TODAY.
YOU CAN GO BACK INTO THIS PARKING AREA OR YOU CAN CUT ACROSS.
SO LOOKING AT THE IMPACT, IF IT IS SHUT DOWN.

YOU SEE THE DOTS REPRESENT THE CLOSURE. YOU CAN SEE THE ADDITION OF THREE PARKING SPOTS ON EACH SIDE, WHICH WOULD BE ADDED IF THE STREET IS SHUT DOWN.BUT YOU CAN SEE ALL OTHER TRAFFIC FLOWS ARE PRESERVED.
SO IF YOU'RE GOING SOUTH ON STATE OR GRAND, YOU STILL HAVE THE ABILITY TO GO BACK INTO ONE OF THESE PARKING AREAS, WHICH EACH ONE HAS ABOUT 350 ADDITIONAL SPOTS.
YOU STILL HAVE THE ABILITY TO DO THAT JUST GOING BEHIND ONE OF THOSE PARKING AREAS.
SO NEXT I WANTED TO BRIEFLY TOUCH ON TURF. WE DISCUSSED THIS AT THE WORKSHOP.
THERE WAS A LITTLE BIT OF DIFFERENCES OF OPINIONS, BUT THE MAIN CONSENSUS WAS TURFING THE OUTER ACCESS AND THEN LEAVING NATURAL GRASS IN THE CENTER. AS YOU CAN SEE HERE, SINCE THAT TIME, THERE HAS BEEN SOME QUESTIONS REGARDING THE ABILITY TO KEEP THE ESTHETICS AND THE USABILITY OF THAT MAIN ACCESS UP WITH THE REST OF THE ARTIFICIAL TURF.
AND SO I JUST BRIEFLY WANTED TO ADDRESS THAT.
THERE WOULD BE SOME TIMES THROUGHOUT THE YEAR WHEN YOU'RE IN A DORMANT SEASON, WHEN GRASS IS DORMANT, WHEN YOU'RE OVER SEEDING WHERE YOU WOULD SEE SOME VISUAL AND ESTHETIC IMPACT YOU'D HAVE SOME BROWN THAT WOULD EVENTUALLY TURN GREEN AND KIND OF CATCH UP WITH THE REST OF THE TURF, AND THEN YOU STILL WOULD HAVE THE POTENTIAL IF A REALLY HEAVY RAIN CAME THROUGH, LIKE WHAT OCCURRED LAST NIGHT WHERE YOU WOULD HAVE SOME IMPACT IN THAT CENTER ACCESS WHERE YOU MAY HAVE SOME YOU KNOW, IMPACT TO EVENTS AND THINGS OF THAT NATURE.
SO I JUST WANTED TO ANSWER THAT QUESTION THAT THERE WOULD, YOU KNOW, WE WOULDN'T BE ABLE TO KEEP UP WITH IT TO THE TUNE OF KEEPING IT GREEN 100% OF THE TIME. AND SO YOU WOULD HAVE THOSE SLIGHT DIFFERENCES AT TIMES.
AND SO WITH THAT, I JUST WANTED TO OPEN UP THE FLOOR.
OF COURSE, THE ONE OPTION IS THE NATURAL GRASS IN THE MIDDLE AND THE TURF.
AND THE OTHER OPTION IS ARTIFICIAL TURF. AND HAPPY TO HEAR YOUR FEEDBACK.
COUNCIL. ANY THOUGHTS OR COMMENTS ON THE CHOICES BETWEEN PARTIAL OR FULL ARTIFICIAL TURF IN THAT PART OF THE PLAZA? I CAN I'LL ECHO MY COMMENTS AT THE THAT I SHARED AT THE RETREAT.
AND FEEL EVEN STRONGER ABOUT THEM NOW THAT I'M REALLY SUPPORTIVE OF FULL ARTIFICIAL TURF THROUGHOUT THE WHOLE PLAZA AREA HERE, FOR THE REASONS DIRECTOR MILLER COMMENTED ON.
I WOULD RATHER GO ALL GRASS BEFORE I WOULD RATHER GO BEFORE I WOULD GO ARTIFICIAL TURF ON THE SIDES AND NATURAL GRASS IN THE MIDDLE. ONE OR THE OTHER IS THE WAY I THINK IT GOES.
I JUST SEE A SCENARIO WHERE YOU'RE TO DIRECTOR MILLER'S POINT.
YOU HAVE A HEAVY RAIN EVENT TWO DAYS BEFORE THE 4TH OF JULY CELEBRATION, AND PEOPLE ARE LOOKING AROUND GOING, WHY? WHY ARE WE PUTTING BLANKETS OVER HERE IN THE KIND OF MUDDY AREA AND ALL THAT REALLY NICE TURF IS ON THE EITHER SIDE.
WHY ARE WE DOING THIS? WHY DIDN'T THE CITY HAVE ENOUGH FORESIGHT TO TURF THIS WHOLE AREA? AND THEN THROUGHOUT THE WINTER MONTHS, IT WOULD BE BROWN VERSUS A RICH DARK GREEN ON THE ARTIFICIAL SIDE.
SO I STRONGLY FEEL LIKE WE SHOULD GO FULL ARTIFICIAL TURF ACROSS THE BOARD.
AND IF NOT, THEN GO FULL GRASS. I AGREE. I MEAN, I'M AS I'VE SAID BEFORE, I'M NOT A TURF FAN, BUT WE HAVEN'T REALLY SEEN ANY TURF, I GUESS.
I MEAN, WE SAW SOME. IT'S PROBABLY BEEN AT LEAST A YEAR, YEAR AND A HALF.
AND YOU KNOW WHAT? I'VE SEEN IT. I'LL JUST SAY SOME PLACES AROUND TOWN.
MAYBE A LARGE BOX RETAILER, FOR OBVIOUS REASONS.
THEY HAVE TURF IN THEIR PARKING AREA, BUT I'M NOT A FAN OF HOW THAT LOOKS.
BUT I UNDERSTAND WHY THEY DO IT. AND I AGREE WITH MAYOR PRO TEM WILLIAMSON, I'M GOING TO BE FOR ONE WAY OR THE OTHER, BECAUSE I THINK IT'LL LOOK THE MORE I'VE HAD TIME TO THINK ABOUT IT, IT WOULD LOOK FUNNY AND IT WOULD PRESENT SOME ISSUES EITHER WAY.
SO I THINK FOR DURABILITY AND ALL THOSE THINGS, I JUST I KNOW WHEN WE GET GRANULAR ON THAT, IF THIS IS THE WAY WE GO, WE WILL YOU WILL SHOW US TURF.
SO I'LL BE INTERESTED TO SEE WHAT THAT LOOKS AND FEELS LIKE.
ABSOLUTELY. I CERTAINLY PREFER ARTIFICIAL TURF IN THAT CENTER.
GIVEN THAT DURING OKTOBERFEST, WHEN WE'RE SERVING BEER, IT CAN GET UNSIGHTLY AND UNEVEN.
SO I PREFER ARTIFICIAL TURF THERE AS WELL. I GET THE MAINTENANCE AND IT ALWAYS LOOKING NICE. MY ONLY CONCERN IS ESTHETICS.
IS IT GOING TO LOOK? I DON'T KNOW. I AM WORRIED ABOUT THAT.

HOW'S THAT? I'M TRYING TO FIGURE OUT A NICE WAY TO SAY THAT IF WE TURF IT.
SO I'M AMBIVALENT. YOU KNOW WHAT? I WOULD LIKE TO SEE THIS IN A PARK SOMEWHERE OTHER THAN NOT ON A FIELD, BUT IN A PARK. THAT WOULD HELP ME TREMENDOUSLY.
I'D BE HAPPY TO. THERE'S SOME OPTIONS AROUND THE METROPLEX.
HIGHER QUALITY. IT THEY'VE DESIGNED IT IN A WAY THAT IT IS PREPARING FOR THE USES OF THE ENVIRONMENT, PREPARING FOR PETS TO BE ON IT, PREPARING IT WOULD BE IRRIGATED AND ALL OF THOSE THINGS.
SO WE'D BE HAPPY TO WALK YOU THROUGH THAT PROCESS.

I THINK THE FUNCTIONALITY OF THAT YEAR IN, YEAR OUT IS FAR, FAR, FAR, FAR GREATER THAN WHAT YOU'RE GOING TO SEE WITH NATURAL GRASS, IN MY OPINION.

I THINK WE HAVE TO GO ONE OR THE OTHER, NOT MIX AND MATCH AND PART NATURAL, PART ARTIFICIAL.
I THINK WHAT WHAT STRUCK ME WHEN WE HAD THE ICE SKATING RINK AND THEN WE HAD TO REDO THE GRASS OUT THERE, WHICH WAS A HUGE SUCCESS. IT WAS WELL USED. BUT YOU KNOW, WE'RE JUST GOING TO HAVE TO, YOU KNOW, TAKE THAT INTO ACCOUNT WHEN WE'RE MAKING A DECISION. ARE WE GOING TO REPLACE THAT GRASS EVERY YEAR IF WE'RE GOING TO DO THE ICE SKATING RINK OR NOT? OR WE GO WITH THE TURF. SO ARTIFICIAL TURF. SO I'M IN FAVOR OF THE ARTIFICIAL TURF.
I THINK THE FUNCTIONALITY AND SOMEBODY BROUGHT UP, YOU KNOW WHAT, IF IT RAINS RIGHT BEFORE STARS AND STRIPES OR OKTOBERFEST OR WHATEVER, THIS JUST AS WE DID WITH THE BASEBALL FIELDS AND SOFTBALL FIELDS.
THE TURNAROUND TIME WITH THE ARTIFICIAL TURF IS MUCH QUICKER, SO WE DON'T HAVE ANY WEATHER DELAYS OR LOST DAYS, SO I'M GOOD WITH THAT. I THINK WE'RE ALL ON THE SAME PAGE.

THE TRAFFIC WOULD KIND OF GO UP AND OVER, PROVIDES A TRAFFIC CALMING MEASURE, AND YOU KIND OF HAVE THAT GREAT LAWN EFFECT, BUT OTHERWISE THE STREET WOULD REMAIN OPEN. AND SO YOU CAN SEE THAT REPRESENTED THERE.
THIS OF COURSE, IS THE FULLY CLOSED OPTION. YOU CAN SEE THE GREAT LAWN THAT STRETCHES ALL THE WAY DOWN TO THE GAZEBO, THE SEATING AREAS, THE BOLLARDS ON BOTH SIDES.
AND THEN OF COURSE, THIS WOULD BE THE NEW GAZEBO REPRESENTED THERE AS WELL.
AND THEN FINALLY THIS OPTION HERE, WHICH REPRESENTED THE HYBRID OPTION.
AND THERE WERE SOME QUESTIONS AT THE WORKSHOP THAT I DID WANT TO ANSWER AND ADDRESS.
ONE BEING THE ABILITY TO IMPROVE THE DESIGN, MAKE IT LOOK LESS LIKE A ROAD.
MORE LIKE A PLANNED SPACE. THE NEXT QUESTION WAS THE ABILITY TO POTENTIALLY HAVE SOME, SOME SORT OF TEMPORARY TURF THAT COULD ROLL OUT AND KIND OF CREATE THAT GREAT LAWN EFFECT. AND SO TO TO ANSWER THE FIRST QUESTION, THE PLAN WOULD BE IF THIS IS THE OPTION CHOSEN TO ENHANCE THE DESIGN THROUGH SOME DIFFERENT PAVERS. DECORATIVE. YOU COULD ALSO DO SOME DIFFERENT THINGS WITH THE BOLLARDS INSTEAD OF HAVING ALL BOLLARDS.
IT COULD BE A MIX BETWEEN BOLLARDS AND SOME HEAVY DUTY PLANTERS THAT WOULD LOOK NICE IN THE ENVIRONMENT, OR KIND OF PURPOSEFUL IN THAT WAY IN AREAS WHERE YOU WOULDN'T NEED TO CUSTOMIZE IT.
AND ON THE OTHER PIECE, WITH POTENTIALLY ROLLING OUT TURF, STAFF DID LOOK INTO IT ON A SMALL SCALE.
FROM A LARGE SCALE VIEWPOINT, UNLESS IT'S AN ENGINEERED OPTION, IT WOULD PROVIDE SOME CHALLENGES, BOTH OPERATIONALLY AND ACCESSIBLY, ONE BEING THE ABILITY TO GET A PIECE THAT BIG AND ROLL IT OUT AND KEEP IT IN GOOD CONDITION, BUT ALSO TO KEEP IT LEVEL. PLAYING WITH THE PARK, IT WOULD CREATE SOME ACCESSIBILITY AND ADA ISSUES POTENTIALLY.

FIRST, I REMEMBER WHEN WE TALKED ABOUT THIS A COUPLE OF YEARS AGO, I REALLY THINK I WAS ACTUALLY AGAINST CLOSING OFF THAT PIECE TO DRIVE THROUGH THERE, BUT I'M FULLY ON BOARD WITH OPTION C. I THINK OPTION C IS INFINITELY BETTER THAN ANYTHING ELSE.
IT GIVES THE MOST POP. IT GIVES US THE BEST PLACE TO HAVE EVERYTHING.
IT LOOKS FIRST CLASS, TOP TO BOTTOM. EITHER GO BIG OR GO HOME AND DON'T DO ANYTHING ELSE.
SO I SAY NO CARS THROUGH THAT STRIP. SO B OR C, I MEAN, I LIKE C.
AND THAT'S THE GOOD THING, RIGHT, ABOUT TALKING ABOUT IT THAN WAITING AND COMING BACK TALKING ABOUT IT AGAIN. THIS ONE AGAIN, I'VE FELT PRETTY CONFIDENT IN OPTION C ALL ALONG.
