THIS IS YOUR LAST REGULAR MEETING UNTIL AUGUST 7TH DUE TO THE BLOCK-OUT FOR SUMMER BREAK.

I DON'T THINK THAT'S GOING TO BE AN ISSUE UNTIL WE GET LATER IN THE AGENDA, BUT WE'VE BEEN TOLD THAT ONE OF OUR COMMISSIONERS IS TAXING ON THE RUNWAY AND SHOULD BE HERE SOON.

THE SPECIFIC USE PERMIT IS FOR A MASS GATHERING EVENT FOR THE SOUTHLAKE HISPANIC HERITAGE CELEBRATION TO BE HELD IN SOUTHLAKE TOWN SQUARE.

THE EVENT IS GOING TO BE GENERALLY LOCATED IN THE SOUTHLAKE TOWN SQUARE AT THE RUSTIN AND FAMILY PARK IN BETWEEN EAST SOUTHLAKE BOULEVARD, NORTH CARROLL AVENUE, MAIN STREET, AND CENTRAL AVENUE.

THIS IS AN AERIAL VIEW. THE FUTURE LAND USE IS TOWN CENTER.

THE CURRENT ZONING IS DOWNTOWN DISTRICT.

THIS WAS THE EVENT MAP SENT BY THE APPLICANT.

THE PURPOSE OF THIS REQUEST IS TO ADD A FULL DAY OUTPATIENT MENTAL HEALTHCARE FACILITY FOR YOUTH TO THE EXISTING SP1 REGULATIONS AS A PERMITTED USE.

THIS IS AT 600 WEST SOUTHLAKE BOULEVARD, AND SPECIFICALLY, THIS USE WILL BE AT SUITE 120.

AS YOU MAY RECALL, THEY DID COME THROUGH BEFORE WITH THE SPECIFIC USE PERMIT IN 2024, AND THAT SPECIFIC USE PERMIT WAS FOR A BEHAVIORAL HEALTH PRIVATE DAY SCHOOL.

THEY WERE GOING TO HAVE A MAXIMUM OF 36 STUDENTS ON SITE, MAXIMUM OF 10 EMPLOYEES, AND THE CLINIC CONSISTED OF THREE CLASSROOMS, AND THE OPERATING HOURS WERE 9:00-5:00.

THIS REQUEST IS A FULL DAY OUTPATIENT MENTAL HEALTH CARE FACILITY FOR YOUTH.

MAXIMUM OF 20 PATIENTS ON SITE, MAXIMUM OF FIVE FULL TIME EMPLOYEES ON SITE, AND THE CLINIC IS GOING TO BE MADE UP OF PRIVATE EXAMINATION ROOMS AND GROUP THERAPY ROOMS, AND THE OPERATING HOURS WILL BE 8:00-5:00.

THIS IS TAKEN FROM THEIR WEBSITE FOR A SIMILAR LOCATION THAT THEY HAVE, WHICH IS THEY OFFER ALL DAY PROGRAMMING MONDAY THROUGH FRIDAY.

DURATION IS USUALLY 6-8 WEEKS.

THEY DO COLLABORATE WITH THE SCHOOL DISTRICT.

THEY HAVE CUSTOMIZED TREATMENT AND DISCHARGE PLANS, AND INDIVIDUAL GROUP AND FAMILY THERAPY.

OTHERWISE, THE FINER POINTS OF THIS ZONING IN THIS CASE, HAS TAKEN A WHILE TO COME TO CLARITY ON THAT, AND SO WHEN WE HAVE GONE THROUGH THE SAME PROCESS WITH EIGHT OR NINE OTHER CITIES, IT ALL COMES DOWN TO CERTAIN THINGS THAT WE DO AND DON'T DO, AND SO WE DO NOT HAVE PATIENTS TO STAY OVERNIGHT, WE DO NOT PROVIDE FOOD CARE, WE DO NOT PROVIDE TEACHING, WE DO NOT DISPENSE MEDICATION.

THIS IS PURELY A CLINICAL PROGRAM THAT IS A FEDERALLY RECOGNIZED PROGRAM.

ONE IS CALLED PHP, WHICH IS A PARTIAL HOSPITALIZATION, AND THE OTHER PROP IS CALLED IOP, WHICH ITS INTENSE THERAPY.

THE CHILDREN ARE DIVIDED UP INTO THREE CATEGORIES BY AGE AND THE TYPE OF CHILDREN THAT WE GET ARE CHILDREN THAT HAVE DEPRESSION, HAVE ANXIETIES.

IT'S NOT VIOLENT CHILDREN.

IT'S NOT DRUG ABUSE TYPE OF CHILDREN, AND SO ON.

IT IS A MEDICAL REFERRAL, AND WE HAVE ACCESS TO THE MEDICAL RECORDS SO THAT WE CAN VET THE TYPE OF PATIENTS THAT WE GET.

WE JUST PROVIDE THEM THE TIMEFRAME TO DO THAT, AND WE WELCOME THE OPPORTUNITY FOR THEM TO DO IT BECAUSE IT ALLOWS OUR THERAPISTS TO OBSERVE HOW DISCIPLINED THE CHILDREN ARE AND HOW WELL THEY COPE AND ORGANIZE THEMSELVES.

BUT WE IN NO WAY SHAPE OR FORM HAVE TEACHERS ON SITE WHO ACTUALLY TEACH THE CHILDREN.

THIS TIME AROUND, WE KNOW WHAT THEIR CONCERNS ARE AND WE FEEL LIKE WE KNOW HOW TO ADDRESS THEM.

ASSUMING WE GET APPROVAL TONIGHT, WE PLAN TO REQUEST MEETINGS WITH A PARTICULAR COUNCIL MEMBERS, ONE PARTICULAR PERSON THAT HAD THE ISSUE TO TRY TO SEE IF WE CAN RESOLVE THAT AND SATISFY HER CONCERNS.

BUT WE ALSO HAVE THERE IS A MEDICAL UBER PROGRAM WHERE WE PROVIDE THE TRANSPORTATION AND THOSE CHILDREN ARE LOCKED IN AND LOCKED OUT AND WHEN THEY ARRIVE AT OUR FACILITY, WE ACTUALLY HAVE A STAFF MEMBER THAT STANDS OUTSIDE AND GREETS THEM AND BRINGS THEM IN.

WHEN THEY COME INSIDE, THEY ARE WANTED AND THEY HAVE TO TURN OVER THEIR PHONES AND SO ON.

I MEAN, THERE'S A REALLY STRICT PROGRAM AND IN PREPARATION FOR THAT, HOPEFULLY, THE NEXT STEP IS WE ARE GETTING POLICE REPORTS ON THE OTHER FACILITIES TO DEMONSTRATE THAT WE HAVE WHAT IS CALLED CODE ORGS, AND THAT'S A CHILD THAT HAS ESCAPED SUPPOSEDLY.

JUST INTUITIVELY, WE PUT THEM IN.

IT WAS PART OF OUR ORIGINAL SITE PLAN THAT WAS APPROVED, AND NOW WE'RE JUST HERE TO GET THE SPECIAL USE PERMIT.
