WELCOME, EVERYONE. WE'LL START OFF WITH OUR WORK SESSION.

[3. FY 2026 Proposed Budget – Overview]

THE FISCAL YEAR 2026 PROPOSED BUDGET FROM THE CITY OF SOUTHLAKE.

COUNCIL MEMBERS HAVE RECEIVED THEIR BUDGET BINDER, AND THEN THERE'S A LOT IN IT, AND CITY MANAGER ALISON ARKOSKI, WILL GET US STARTED.

TONIGHT IS THE FIRST PRESENTATION OF THE BUDGET.

WE WILL FOLLOW THIS EVENING WITH THE ACTION ITEMS THAT WILL COME UP ON YOUR SEPTEMBER AGENDA.

BUT TONIGHT, WE WANTED TO SPEND SOME TIME FOCUSED ON THE BIG PICTURE OF THE BUDGET.

WE'RE PRESENTING THE FULL BUDGET THIS EVENING, AND REALLY IT REPRESENTS MORE THAN A FINANCIAL PLAN FOR NOT ONLY THE STAFF, BUT FOR ALL OF YOU AND THE RESIDENTS THAT WE SERVE.

IT'S A STRATEGIC FRAMEWORK.

IT DELIVERS ON THE COMMITMENTS THAT WE HAVE MADE TO OUR COMMUNITY.

IT'S GUIDED BY STRATEGY AND FOCUSED ON SERVICE.

THIS BUDGET ALIGNS RESOURCES, AND MAKES DISCIPLINE CHOICES, AND ENSURES THAT SOUTHLAKE CONTINUES TO PROVIDE EXCEPTIONAL VALUE TO OUR RESIDENTS.

BEFORE WE DIVE INTO THOSE DETAILS, I WANT TO START WITH AN OVERVIEW OF OUR ENTIRE BUDGET PICTURE.

YOU CAN SEE HERE, ON THE SCREEN, THIS CHART GIVES YOU A HIGH LEVEL LOOK AT ALL OF THE CITY'S FUNDS PROPOSED IN THE FY 26 BUDGET, AND TOGETHER, THOSE FUNDS TOTAL OVER $137 MILLION OF INVESTMENT IN PLANNED OPERATING EXPENSES.

MUCH OF TONIGHT WE'LL BE FOCUSED ON THE GENERAL FUND, SINCE IT IS OUR DIVERSE AND OUR LARGEST FUND.

IT'S IMPORTANT TO RECOGNIZE THAT OUR ABILITY TO DELIVER SERVICES REALLY EXTENDS ACROSS ALL OF THESE FUNDS, WHETHER IT'S POLICE, FIRE, UTILITIES, PARKS, COMMUNITY DEVELOPMENT, EVENTS.

EACH OF THESE FUNDS PLAYS A ROLE IN MAXIMIZING OUR SERVICE DELIVERY TO OUR RESIDENTS AND CUSTOMERS, AND SO WITH THAT FULL PICTURE IN MIND.

I WANT TO START BY TALKING ABOUT WHAT WE CONSIDER OUR FIRST GUIDING PRINCIPLE, AND THAT IS STARTING WITH THE STRATEGY.

SOUTHLAKE DOES NOT BUILD A BUDGET IN A YEAR TO YEAR ISOLATION.

EVERY DECISION IS GROUNDED IN A LONG TERM VISION THAT IS ADOPTED BY THE CITY COUNCIL.

THIS ENSURES THAT AS WE WORK AT THE STAFF LEVEL, WE REMAIN DISCIPLINED, FORWARD LOOKING, AND ALIGNED WITH THE PRIORITIES THAT YOU HAVE SET.

LET'S TAKE A BIT OF A CLOSER LOOK AT HOW THESE RESOURCES CONNECT DIRECTLY TO YOUR PRIORITIES.

THIS IS SOMETHING THAT EACH OF YOU IS PROBABLY VERY FAMILIAR WITH.

YOU SEE IT AT LEAST ONCE, EVERY COUNCIL MEETING, IT IS OUR CITY STRATEGY MAP, AND IT SERVES AS WHAT WE CONSIDER THE VISUAL ANCHOR TO HOW WE CONNECT RESOURCES TO OUTCOMES.

EVERY BUDGET DECISION IS TIED BACK TO WHAT YOU SEE HERE, AND THESE ARE YOUR ADOPTED PRIORITIES.

FUNDING CHOICES ARE MADE WITHIN THE CITY STRATEGIC MANAGEMENT SYSTEM, AND THOSE CASCADE DOWN TO THE DEPARTMENT LEVEL.

THE RESULT IS THAT EVERY DOLLAR WE SPEND ADVANCES COMMUNITY GOALS IN A VERY DELIBERATE AND MEASURABLE WAY,

BUT WE TAKE IT A STEP FURTHER.

TO ENSURE THAT DISCIPLINE AND CONSISTENCY YEAR AFTER YEAR, WE ALSO USE A SET OF FINANCIAL PRINCIPLES, AND YOU CAN SEE THOSE HERE ON THE SCREEN.

THESE SERVE AS OUR FRAMEWORK FOR THAT DISCIPLINED DECISION MAKING.

THEY INCLUDE TAX RELIEF, CASH FUNDING, AND DEBT MANAGEMENT, MANAGED EXPENDITURE GROWTH, STRUCTURAL BALANCE, OPTIMUM FUND BALANCES, INVESTMENTS INTO OUR WORKFORCE AS AN EMPLOYER OF CHOICE, MULTI YEAR SUSTAINABILITY, AND OF COURSE, THE IDEA THAT OUR GOAL IS TO MAINTAIN THAT SERVICE EXCELLENCE THAT OUR CUSTOMERS AND RESIDENTS COME TO EXPECT.

FOR THE REST OF TONIGHT'S PRESENTATION, WE'LL SHOW YOU HOW THIS PROPOSED BUDGET REFLECTS EACH OF THESE PRINCIPLES IN ACTION.

I'M GOING TO ASK OUR CHIEF FINANCIAL OFFICER, SHARON JACKSON, TO STEP FORWARD.

SHE IS GOING TO START US OFF TONIGHT WITH TAX RELIEF, ONE OF THE MOST IMPORTANT WAYS WE PROVIDE VALUE TO OUR RESIDENTS.

ONE OF OUR STRONGEST COMMITMENTS IS TO PROVIDE MEANINGFUL TAX RELIEF WHILE MAINTAINING STABILITY FOR CITY SERVICES.

SOUTHLAKE HAS ONE OF THE LOWEST PROPERTY TAX RATES IN THE REGION, AND WITH THIS PROPOSED BUDGET, WE CONTINUE THAT SAME TREND.

BY PRACTICING DISCIPLINE FINANCIAL MANAGEMENT, WE'VE BEEN ABLE TO PROVIDE REAL TAX RELIEF TO OUR RESIDENTS WITHOUT SACRIFICING SERVICE QUALITY.

LET'S LOOK AT THE FOUNDATION OF THAT RELIEF, WHICH LIES IN THE PROPERTY VALUES.

THIS CHART SHOWS THE GROWTH IN TAXABLE PROPERTY VALUES SINCE 2019.

FOR FISCAL YEAR 2026, THE APPRAISED VALUE FOR ALL PROPERTIES IN SOUTHLAKE IS JUST OVER 15.5 BILLION, WITH THE AVERAGE HOME APPRAISED JUST OVER 1.1 MILLION.

AFTER THE EXEMPTIONS, THE TOTAL TAXABLE VALUE IS 12.4 BILLION, AND THE AVERAGE TAXABLE HOME VALUE IS 916,000.

THIS STRONG TAX BASE PROVIDES STABILITY WHILE ENSURING FAIRNESS IN THE SYSTEM.

AS IN PREVIOUS YEARS, A KEY PART OF THIS VALUE GROWTH IS NEW CONSTRUCTION.

ABOUT 30% OF THE NEW TAXABLE VALUE, IN FISCAL YEAR 2026, COMES FROM NEW CONSTRUCTION, WHICH IS A REASONABLE GROWTH, BUT MUCH LESS THAN WHAT WE'VE SEEN IN THE PRIOR YEARS.

IMPORTANTLY, 82% OF THAT IS RESIDENTIAL GROWTH WITH THE REMAINING 18% FROM COMMERCIAL.

THIS MIX DEMONSTRATES THAT EVEN AS WE NEAR BUILD OUT, CYCLE CONTINUES TO ATTRACT INVESTMENT AND MAINTAIN A BASE.

WITH WITH THAT BASE IN PLACE, LET'S LOOK AT HOW THE BUDGET IS DEVELOPED, AND IN FISCAL YEAR 2026, THE BUDGET PROPOSES REDUCING THE TAX RATE BY $0.01 FROM 3.305 TO 2.95 PER $100 VALUE.

FOR THE CITY, THIS REPRESENTS A REVENUE REDUCTION OF ABOUT 1.4 MILLION REDUCTION IN PROPERTY TAX REVENUE.

THIS IS A DELIBERATE CHOICE REFLECTING OUR ONGOING COMMITMENT TO PROVIDE TAX RELIEF WHENEVER POSSIBLE BY CONTINUING TO FUND ESSENTIAL SERVICES.

AS THIS RATE REDUCTION IS JUST ONE PART OF THE RELIEF WE PROVIDE TO OUR RESIDENTS.

AS SEEN ON THIS SLIDE, YOU CAN SEE WE ARE CONTINUING THE 20% HOMESTEAD EXEMPTION.

THAT'S THE EQUIVALENT, AND WITH THAT HOMESTEAD EXEMPTION, IT REDUCES THE AVERAGE HOME IN SOUTHLAKE BY THE TAXABLE BASE BY 223,000.

THAT'S THE EQUIVALENT OF NEARLY A 0.6 TAX RATE REDUCTION.

COMBINED WITH THE EXEMPTIONS FROM THE SENIORS AND DISABLED RESIDENTS, THE CITY'S EFFECTIVE TAX RATE WITH THAT HOMESTEAD EXEMPTION, IS 0.236, REDUCING THE REVENUE TO THE CITY BY ABOUT 6.3 MILLION EACH YEAR.

THESE CHOICES ARE A DIRECT REFLECTION OF OUR PHILOSOPHY OF EASING THE BURDEN ON OUR RESIDENTS WHILE KEEPING SERVICES STRONG.

WHEN YOU COMBINE THE RATE REDUCTIONS AND EXEMPTIONS, THE FULL PICTURE OF RELIEF BECOMES VERY CLEAR.

ALTOGETHER, SOUTHLAKE RESIDENTS BENEFIT FROM A COMBINATION OF TAX RATE REDUCTION, THE 20% HOMESTEAD EXEMPTION, AND THE EXEMPTION FOR DISABLED AND OVER 65, AS WELL AS THE SENIOR TAX FREEZE THAT THE CITY IMPLEMENTED IN 2003.

TAKEN TOGETHER, THESE MEASURES DEMONSTRATES THE CITY'S CONSISTENT COMMITMENT TO PROVIDING RELIEF WHILE MAINTAINING FINANCIAL STRENGTH.

WHAT DOES THIS ALL MEAN TO THE AVERAGE SOUTHLAKE HOMEOWNER? AS YOU CAN SEE ON THIS SLIDE, SOUTHLAKE REPRESENTS ABOUT 14% OF THE OVERALL TAX BILL, WHICH IS BASED ON THE AVERAGE VALUE HOME, THAT'S ABOUT $2,700 FOR AVERAGE TAX BILL BASED ON THE PROPOSED BUDGET AND THE PROPOSED TAX RATE.

THIS CHART SHOWS THE STABILITY OF THE AVERAGE CITY PROPERTY TAX BILL OVER THE LAST DECADE.

DESPITE INFLATIONARY PRESSURES AND RISING SERVICE DEMANDS,

THE AVERAGE ANNUAL BILL HAS REMAINED PRETTY CONSISTENT WITH A RANGE OF 2,400 UP TO 2,700.

THIS IS THE FIFTH TAXPAYER RELIEF, THAT'S PROPOSED IN THE BUDGET SINCE THE ADOPTED BUDGET IN 2009, REINFORCING THE CITY'S LONGSTANDING COMMITMENT TO DISCIPLINE, FINANCIAL STEWARDSHIP, AND AFFORDABILITY.

WITH TAX RELIEF IN PLACE, LET'S LOOK AT HOW WE APPROACH MAJOR INFRASTRUCTURE AND CAPITAL INVESTMENTS THROUGH A BALANCE OF CASH FUNDING AND DEBT MANAGEMENT.

ONE OF OUR GUIDING PRINCIPLES IS HOW WE FUND AND MAINTAIN SOUTHLAKE'S EXTENSIVE INFRASTRUCTURE.

WE USE A BALANCED APPROACH THAT PRIORITIZE CASH FUNDING WHENEVER POSSIBLE WITH LIMITED AND STRATEGIC USE OF DEBT.

THIS ALLOWS US TO INVEST IN CRITICAL NEEDS TODAY WHILE PROTECTING THE FINANCIAL HEALTH FOR FUTURE BUDGETS.

A AAA BOND RATING REFLECTS THE DISCIPLINE AND GIVES US FLEXIBILITY WHEN BORROWING IS THE RIGHT TOOL AND THE RIGHT PRACTICE.

TO UNDERSTAND THE SCALE OF THIS RESPONSIBILITY, LET'S LOOK AT THE INFRASTRUCTURE WE MANAGE.

THE CITY IS RESPONSIBLE FOR MORE THAN 200 MILES OF ROADWAYS, 100 MILES OF STORMWATER INFRASTRUCTURE AND NEARLY 900,000 SQUARE FEET OF FACILITIES.

IN ADDITION TO MORE THAN $0.5 MILLION IN GOVERNMENTAL INFRASTRUCTURE ASSETS, WE ALSO MAINTAIN EXTENSIVE TECHNOLOGY SYSTEMS THAT SUPPORT SERVICE DELIVERY.

THESE NUMBERS HIGHLIGHT THE SCALE AND COMPLEXITY OF OUR OPERATIONS, AND WHY CAREFUL PLANNING FOR BOTH CASH AND DEBT FUNDING IS ESSENTIAL.

HERE'S HOW WE'RE BALANCING THAT FUNDING IN THE PROPOSED BUDGET.

IN THE PROPOSED BUDGET, WE HAVE OVER 17 MILLION IN CASH SUPPORT CAPITAL IMPROVEMENTS.

THIS DEMONSTRATES A STRONG COMMITMENT TO PAY SG FUNDING WHEN IT'S AN OPTION.

AT THE SAME TIME, WE WILL BE COUPLING THAT WITH CERTIFICATES OF OBLIGATION WHERE NEEDED, BUT IN A VERY DISCIPLINED WAY USING LIMITED AMORTIZATION TO CONTROL LONG-TERM COSTS.

THIS APPROACH ALLOWS US TO KEEP UP WITH INFRASTRUCTURE NEEDS WITHOUT OVERBURDENING FUTURE TAXPAYERS, AND MOST IMPORTANTLY, OUR DEBT SERVICE PROFILE CONTINUES TO REFLECT THIS DISCIPLINE.

CURRENTLY, 100% OF THE CITY'S OUTSTANDING DEBT, WERE PROPERTY SUPPORTED DEBT WILL BE PAID OFF WITHIN THE NEXT TEN YEARS.

OUR DEBT IS A PERCENTAGE OF ASSESSED VALUE IS JUST 0.23%, FAR BELOW OUR FINANCIAL POLICY MAXIMUM OF 2%.

THIS IS A REMARKABLE POSITION THAT UNDERSCORES SOUTHLAKE'S COMMITMENT TO FISCAL DISCIPLINE.

BY COUPLING CASH FUNDING WITH LIMITED STRATEGIC DEBT, WE CAN INVEST IN OUR FUTURE WHILE PRESERVING FINANCIAL FLEXIBILITY.

NOW, LET'S TURN HOW WE MANAGE THE GROWTH OF OUR OPERATING BUDGET, ENSURING THAT OUR SPENDING KEEPS PACE WITH INFLATION BUT DOESN'T OVER OUTPACE IT.

OUR NEXT PRINCIPLE IS MANAGING EXPENDITURE GROWTH.

WE KNOW THE COSTS WILL RISE EACH YEAR, BUT WE WORK HARD TO KEEP GROWTH DISCIPLINE AND BEING VERY INTENTIONAL ON HOW WE INVEST THE CITY'S FUNDS.

THIS ENSURES THAT INCREASES IN THE BUDGET ARE PURPOSEFUL, CONTROLLED, AND ALIGNED WITH SERVICE DELIVERY NEEDS, NOT JUST A REACTION TO INFLATION.

NEXT, LET'S TAKE A LOOK AT OUR DRIVING EXPENDITURE COSTS.

THE FIRST KEY DRIVER IS PERSONNEL, BECAUSE WE'RE A SERVICE ORGANIZATION.

ABOUT 70% OF OUR COSTS ARE RELATED TO STAFFING, WHICH IS CRITICAL TO DELIVERING HIGHER QUALITY SERVICES.

THE SECOND IS INFRASTRUCTURE GIVEN THE SCALE OF ROADS, FACILITIES, AND SYSTEMS WE MAINTAIN.

FINALLY, EQUIPMENT AND CORE BUSINESS SERVICES REPRESENT THE EVERYDAY COSTS OF DOING BUSINESS FROM VEHICLES TO TECHNOLOGY TO HEAVY EQUIPMENT.

THESE DRIVERS FRAME THE CHOICES WE MAKE IN THE PROPOSED BUDGET, BUT THOSE DRIVERS IN MIND, HERE'S HOW WE'VE SHAPED GROWTH FOR THE FISCAL YEAR 2026.

WE ENTERED THE BUDGET PROCESS PROJECTING A 5% INCREASE IN OVERALL COSTS.

BY BENCHMARKING AGAINST CPI AND OPTIMIZING OPERATIONS, WE HELD GENERAL FUND GROWTH TO 3.5%.

DEPARTMENTS WORKED TO IDENTIFY EFFICIENCIES AND CONTAIN COSTS WHILE MAINTAINING SERVICE QUALITY.

THIS REFLECTS OUR PHILOSOPHY OF SPENDING WITH PURPOSE, KEEPING COSTS ALIGNED WITH INFLATION WHILE STILL MEETING COMMUNITY EXPECTATIONS.

TO PUT THAT IN CONTEXT, LET'S LOOK AT SOUTHLAKE'S LONG-TERM PERFORMANCE COMPARED TO OUR PEERS.

OVER THE PAST 10 YEARS, THE DFW, CPI HAS AVERAGED 3.4% GROWTH, WHILE OUR BENCHMARK CITIES AVERAGE OF 5.4% GROWTH IN BUDGET GROWTH.

SOUTHLAKE HAS AVERAGED 4.3% OVER THAT SAME PERIOD, BUT THAT FIGURE INCLUDES NEW SERVICES AND ENHANCEMENTS AND NOT JUST THE ORGANIC INFLATIONARY GROWTH.

THE TAKEAWAY IS THAT OUR SPENDING HAS BEEN TIGHTLY MANAGED, CONTROLLED, AND EFFICIENT, WHILE STILL ALLOWING US TO INVEST IN NEW SERVICES AND SERVICE IMPROVEMENTS.

NEXT, WE'LL LOOK AT HOW THIS DISCIPLINE IS REINFORCED THROUGH

OUR FUND BALANCE AND RESERVES, WHICH IS THE FOUNDATION OF FISCAL RESILIENCE.

THIS IS ABOUT ENSURING THAT OUR CORE OPERATING STRUCTURE IS STABLE, AND THAT WE ARE PREPARED FOR UNEXPECTED CHALLENGES.

SOUTHLAKE'S FISCAL HEALTH RESTS ON TWO FUNDAMENTALS, STRUCTURALLY BALANCE AND STRONG RESERVES.

HERE'S WHAT THAT LOOKS LIKE IN PRACTICE.

OUR BUDGET MATCHES REOCCURRING REVENUES WITH REOCCURRING EXPENSES.

WE DO NOT RELY ON ONE TIME MONEY TO FUND THE ONGOING OBLIGATIONS AND OPERATIONS FOR THE CITY.

THIS APPROACH ENSURES LONG-TERM STABILITY AND AVOIDS CREATING FUTURE GAPS.

ON RESERVES, THE CITY MAINTAINS FUND BALANCES AT OR ABOVE THE POLICY THRESHOLDS THAT WAS SET BY CITY COUNCIL MANY YEARS AGO.

THESE RESERVES ARE AVAILABLE FOR EMERGENCIES, VOLATILITY, OR ECONOMIC DOWNTURNS, AND THEY REFLECT BEST PRACTICE AND FINANCIAL STEWARDSHIP.

TOGETHER WITH STRUCTURALLY BALANCED BUDGETS, AND HEALTHY RESERVES, IT WILL KEEP SOUTHLAKE FINANCIALLY STRONG FOR MANY YEARS.

OF COURSE, IT'S NOT JUST OUR FINANCIAL POLICIES THAT SUSTAIN SOUTHLAKE SUCCESS, IT'S ALSO OUR PEOPLE.

NEXT ASSISTANT CITY MANAGER, STACY BLACK, WILL NOW HIGHLIGHT THE INVESTMENTS WE'RE MAKING IN OUR WORKFORCE.

THE COMPENSATION PHILOSOPHY SETS CLEAR TARGETS, THE 85TH PERCENTILE FOR THE PUBLIC SAFETY PLAY PLAN AND THE 70TH PERCENTILE FOR OUR GENERAL GOVERNMENT EMPLOYEES.

OUR MARKET ANALYSIS HAS SHOWED THAT WE HAVE FALLEN SLIGHTLY BEHIND THOSE TARGETS, ABOUT 5.5% FOR OUR PUBLIC SAFETY POSITIONS, AND ABOUT 2.5% FOR OUR GENERAL GOVERNMENT.

TO CORRECT THIS, THE FISCAL 26 BUDGET PROPOSES TARGETED ADJUSTMENTS PLUS A 2-4% MERIT INCREASE FOR EMPLOYEES WHO ARE ELIGIBLE FOR THOSE INCREASES.

ON THE BENEFIT SIDE, DESPITE NATIONAL COST PRESSURES, WE HAVE SECURED A FAVORABLE RENEWAL WITH OUR HEALTH INSURANCE PROVIDER, A 5% COST INCREASE AND 1.5% FOR DENTAL INSURANCE.

WE'RE ALSO INCREASING THE CITY'S DEPENDENT CONTRIBUTION ON THOSE HEALTH INSURANCE PLANS TO STAY COMPETITIVE.

THESE INVESTMENTS TOTAL JUST OVER $315,000 ACROSS WHO FUNDS, KEEPING US COMPETITIVE WHILE ALSO CONTROLLING COSTS.

IN ADDITION TO COMPENSATION AND BENEFITS, WE'RE ALSO LOOKING TO ENHANCE QUALITY OF LIFE AND BENEFITS FOR OUR EMPLOYEES.

WE'VE ALREADY STARTED THAT ON SOME OF OUR PARKS AND SPORTSFIELDS WITH TURF AND OTHER THINGS.

THIS BUDGET, THANKFULLY, DOES ALL THAT AND MAINTAINS ALL THE DOLLARS AND CENTS PART THAT ARE SO IMPORTANT TO US.

FUND BALANCES, OUR RESERVES, ARE SUPPOSED TO BE FOR OPTIMUM LEVELS, 15-25%, WE'RE AT ALMOST 26%.

DEBT GOING TO BE PAID OFF IN UNDER TEN YEARS.

IT'S MORE LIKE SEVEN YEARS, BUT THERE'S SOME WIGGLE ROOM THERE, BUT IT'S CLOSER TO SEVEN YEARS, ACTUALLY.

IN THE LAST TEN YEARS, WE'VE PAID DOWN DEBT BY 62%.

MAYOR PRO TEM WILLIAMSON AND I, THAT'S BEEN SOMETHING WE'VE LIVED BY FOR TEN PLUS YEARS.

TAX RELIEF, THAT WAS THE NUMBER ONE THING WE SPOKE TO TONIGHT, AND THAT'S OUR NUMBER ONE THING.

PUBLIC SAFETY, OF COURSE, IS SUPER IMPORTANT AND IT'S SOMETHING THAT IS AT THE TOP OF OUR LIST,

THIS EVENT NOT ONLY SERVES THE PURPOSE OF HIGHLIGHTING THE CITY'S BIRTHDAY, BUT ALSO TO HELP PROMOTE COMMUNITY CONNECTIONS, AS WELL AS HELP PROMOTE OUR LOCAL ORGANIZATIONS AND BUSINESSES.

WE CURRENTLY HAVE AT LEAST 24 BUSINESSES AND ORGANIZATIONS PARTICIPATING WITH EITHER LIKE AN ACTIVITY BOOTH OR BRINGING FOOD OUT OR SPONSORING AS WELL.

LIKE I MENTIONED, WE HAVE A BIG DRIVE THIS YEAR FOR OUR ENTERTAINMENT.

WE HAVE A GREAT LINEUP.

I HAVE REALLY NO BREAKS IN BETWEEN THE ACTS.

THEY'RE ALL RIGHT NEXT TO EACH OTHER.

IT INCLUDES ORGANIZATIONS AND GROUPS THAT WE KNOW AND LOVE THAT WE'VE HAD FROM PAST YEARS, BUT ALSO SOME NEW FACES AS WELL THAT YOU MIGHT NOTICE ON THAT LIST THERE.

THE ENTERTAINMENT INCLUDES MUSICAL PERFORMANCES, DANCE PERFORMANCES, FREE INSTRUCTIONAL CLASSES, LIKE A HIP HOP CLASS AND YOGA, MARTIAL ARTS DEMONSTRATIONS AND PERFORMANCES BY SOUTHLAKE STUDENTS.

THEN TO GET INTO SOME OF OUR AWESOME FREE ACTIVITIES, ALL THE BUSINESSES AND ORGANIZATIONS THAT ARE COMING OUT WITH A BOOTH WILL HAVE SOME TYPE OF FREE ACTIVITY FOR FAMILIES AND ATTENDEES TO ENJOY, AS WELL AS EDUCATIONAL MATERIALS, WE'LL HAVE SOME OF OUR OWN SOUTHLAKE DEPARTMENTS OUT THERE AS WELL.

A NEW ADDITION WE HAVE THIS YEAR, THOUGH, IS WE'RE GOING TO HAVE A SIDEWALK CHALK MURAL.

ATTENDEES WILL BE ABLE TO DRAW IN DESIGNATED SQUARES, WHAT SOUTHLAKE MEANS TO THEM OR HOW THEY WANT TO REPRESENT THEMSELVES AS A SOUTHLAKE RESIDENT.

SOME OTHER ACTIVITIES THAT I WANT TO POINT OUT IS WE HAVE JUMBO YARD GAMES COMING BACK.

WE HAVE COMMUNITY SERVICES COMING OUT WITH MINI PICKLE BALL ACTIVITY.

WE HAVE ARTS AND CRAFTS, JEOPARDY GAME, PRIZE WHEELS, AND A PHOTO BOOTH WITH A CUSTOM CELEBRATE TAG ON THERE.

WE ALSO HAVE GREAT FOOD VENDORS COMING OUT.

SOME NEW ONES WITH DIFFERENT CUISINE THAT WE HAVEN'T HAD BEFORE, LIKE CARIBBEAN FOOD, VIETNAMESE, SOME NEW BARBECUE VENDORS, SPECIALTY ICTS AND MORE, WE WILL BE GIVING OUT A LIMITED ADDITION, CELEBRATE 2025 PIN AS WELL.

SO THAT'S SOME OF THE GREAT THINGS THAT WE HAVE IN STORE FOR CELEBRATE SOUTHLAKE THIS YEAR.

TO ME, THIS RELATES TO THE CITY SOUTHLAKE VALUES INTEGRITY AND ACCOUNTABILITY, "I WAS SITTING AT A FUNDRAISER CALL CENTER PRIOR TO A CITY COUNCIL AND SCHOOL BOARD ELECTION WITH SOME PAC LEADERSHIP.

SOME PEOPLE ON THE CITY COUNCIL, A LOCAL AND POWERFUL CHURCH LEADER AND A FORMER BOARD TRUSTEE.

DURING A CONVERSATION ABOUT SCHOOL BOARD CANDIDATES AND CITY COUNCIL SEATS, THEY WOULD LIKE TO FILL, AND WITH WHO, THE TOPIC CHANGED TO HOW MUCH THEY HATED PEOPLE OF INDIAN DESCENT, MUSLIMS, AND ASIANS.

THEY DESPISED HOW THE GROWING NEW POPULATION WAS GROSS AND DIRTY AND WERE MOST LIKELY TERRORISTS, AND THAT'S HOW THEY HAD ENOUGH MONEY TO LIVE IN SOUTHLAKE, HOW THEIR KIDS ARE ONLY HERE TO TAKE THE UT SPOTS, HOW THOSE PEOPLE WERE BUYING ALL THE HOUSE AND HOW THEY STANK AND WERE DISGUSTING PIGS, AND HOW THERE WAS NO WAY THEY COULD HAVE A CITY COUNCIL OR SCHOOL BOARD SEAT IN THEIR TOWN, AND THEY SHOULD ALL MOVE BACK TO IRVING.

IT WAS THE MOST AWKWARD AND UNANTICIPATED SITUATION I'VE EVER BEEN IN.

I STOOD UP AND I SAID, IT'S TIME FOR US TO LEAVE, AND WE DID.

WITHOUT NAMING NAMES, THERE ARE ABSOLUTELY PEOPLE IN THE SOUTHLAKE FAMILIES PAC LEADERSHIP THAT HATE AND FEEL VERY COMFORTABLE TALKING ABOUT THEIR HATE OF PEOPLE FROM DIFFERENT RELIGIONS, RACES, CULTURES, WHICH IS WHY YOU CAN SEE THIS HATE INSTITUTIONALIZED THROUGH POLICY CHOICES AT CISD." THE SOUTHLAKE FAMILIES PAC WAS FOUNDED BY LEE WOSKANS, A STATE SENATE DISTRICT 9 CANDIDATE, AND TARRANT COUNTY JUDGE TIM O'HAIR.

A GROUP THAT PROMOTES ITSELF AS UNAPOLOGETICALLY ROOTED IN JUDEO CHRISTIAN VALUES.

MAYOR, YOU AND EVERY COUNCIL MEMBER AND EVERY SCHOOL BOARD TRUSTEE, ARE PACK APPROVED, INCLUDING THE PLACE THREE BOARD CANDIDATE.

I DON'T KNOW IF YOU KNEW THE PAC HELD THESE EXTREMIST VIEWS AND WERE DETERMINED TO NEVER LET A MUSLIM, A HINDU, A JEW, HOLD A PLACE ON THE COUNCIL OR SCHOOL BOARD.

BUT NOW YOU KNOW, EVERYBODY KNOWS, THE HUGE PROBLEM OF HATE AND RACISM IN SOUTHLAKE RESTS ON YOUR SHOULDERS.

SPECIFICALLY, ANYTHING THAT INTERFERES WITH THE DISPOSAL, TRANSFER RECYCLING, TREATMENT, OR RECLAMATION OF MUNICIPAL WASTEWATER.

SOME POLLUTANTS CAN BE MICROSCOPIC CHEMICALS, AND IT CAN ALSO GO UP TO ANYTHING LIKE RAGS, BRICKS, PIECES OF CONCRETE THAT GET STUCK IN THE SEWER LINE.

ON THE SCREEN, I'VE GOT SOME OF THE OUTREACH INITIATIVES THAT WE UTILIZE IN TERMS OF OTHER PRETREATMENT PROGRAMS THAT WE'VE GOT.

IN 2024, THE CITY OF SOUTHLAKE ADOPTED THE SAME ORDINANCE AND RESOLUTION FOR THE CENTRAL OPERATING SYSTEM.

IN 2023, TRA SUBMITTED A REVISED PRETREATMENT PROGRAM FOR THE DENTON CREEK FACILITY TO THE TCEQ, WHICH INCLUDES SOME HAZARDOUS WASTE DISCHARGE NOTIFICATION, THE DENTAL AMALGAM RULE, AND PROPOSED TECHNICALLY BASED LOCAL LIMITS.

AS OF MAY 6TH, 2025, THE TCQ HAS REVIEWED AND NOTED THAT THE PROGRAM WAS TECHNICALLY COMPLETE.

WHICH MEANS AS A CUSTOMER CITY, WE'VE GOT TO AUTHORIZE THE PROGRAM CHANGES THROUGH AN ATTORNEY STATEMENT THROUGH THIS ORDINANCE AND THROUGH A FUNDING RESOLUTION.

THE FUNDING RESOLUTION ESSENTIALLY COMMITS US TO FUNDING THE INDUSTRIAL PRETREATMENT PROGRAMS. FOR US, THAT MEANS TESTING WHENEVER WE HAVE INDUSTRIAL CUSTOMERS.

CURRENTLY, THERE'S NO COST ASSOCIATED WITH THIS BECAUSE WE CURRENTLY DO NOT HAVE ANY INDUSTRIAL CUSTOMERS.

SHOULD WE HAVE ONE COME IN, THE HISTORICAL SAMPLING PER QUARTER WAS ABOUT $1,250 PER QUARTER.

WHAT WE'LL BE DOING IN THE FY 2026 BUDGET, WHENEVER WE BRING THE FEE SCHEDULE FORWARD IS PROPOSING A NEW FEE TO COVER THAT TESTING AND PASS IT ON TO THE INDUSTRIAL CUSTOMER.
