THE APPLICANT IS REQUESTING FOR THE OVERLOOK OFFICE BUILDING COMPONENT OF THE WILLOW TREE GARDENS DEVELOPMENT.

THIS PROPERTY IS LOCATED WEST OF NORTH CARROLL AVENUE AND NORTH OF EAST SOUTHLAKE BOULEVARD.

THE FUTURE LAND USE FOR THIS IS OFFICE COMMERCIAL.

THE CURRENT ZONING FOR THIS IS TCD TRANSITION ZONING DISTRICT.

THE OFFICE COMMERCIAL LAND USE DEFINITION, AND THE NEIGHBORHOOD EDGE OFFICE WITHIN THE TRANSITION ZONING DISTRICT.

THIS IS A STREET VIEW LOOKING NORTHEAST INTO NORTH CARROLL AVENUE, AND THIS IS A STREET VIEW LOOKING SOUTHWEST FROM NORTH CARROLL AVENUE.

IT'S A SITE DATA SUMMARY OF THE PROPERTY.

THIS WAS THE ORIGINAL DEVELOPMENT PLAN APPROVED WITH ZA 23-0072.

>> AS YOU RECALL, THIS PROJECT WAS APPROVED EARLIER THIS YEAR AND IS CURRENTLY UNDER CONSTRUCTION, THE RESIDENTIAL PORTION IS MOVING ALONG NICELY.

AS WE BEGIN TO CONSIDER THE OFFICE BUILDING A LITTLE BIT MORE, WE'D LIKE TO ASK FOR A COUPLE OF SMALL REVISIONS TO IT, AND THAT'S WHAT WE'RE HERE FOR TONIGHT TO EXPLAIN IT.

AS CINDY SAID EARLIER, THIS IS THE PLAN AS APPROVED CURRENTLY, AND OF COURSE, THE WILT GARDENS PART OF THIS CHANGE, BUT IT FIT INTO THE OVERALL DEVELOPMENT.

LIKE SO YOU CAN SEE THIS WAS THE SOME RENDERINGS OF THE OFFICE BUILDING THAT WE APPROVED BACK THEN.

ONE THING I WANT TO POINT OUT, THERE WERE ALWAYS OUTDOOR AREAS ON THE SECOND FLOOR THAT PEOPLE WOULD GATHER IN AND BE ABLE TO LOOK- OVERLOOK TOWN SQUARE AND THE SURROUNDING AREA IN, AND THAT'S PART OF THE APPROVED.

NOW THE REVISED PLAN THAT WE'VE PROPOSED IS TO DO TWO THINGS.

NUMBER ONE IS TO HAVE A TENANT FOR THE GROUND FLOOR OF A BANK WHO IS INTERESTED.

THAT BANK NEEDS TO DRIVE THROUGH, AS YOU MIGHT EXPECT, AND SO WE'VE REVISED THE FLOOR PLAN HERE OR THE SITE PLAN TO SHOW A DRIVE THROUGH IN THIS AREA SO IT CAN SERVICE THE BANK.

THAT'S ONE OF THE TWO MAIN PROVISIONS.

THE SECOND ONE THAT WE'RE ASKING FOR IS TO BE ABLE TO PUT ON ABOVE THE SECOND FLOOR, A PRIVATE CLUB, AND THAT'S THIS AREA IN HERE.

THE IDEA SHOWN HERE IS THAT THIS WOULD BE THE INTERIOR PRIVATE CLOUD AND THEN THERE WOULD BE LIKE A PATIO HERE THAT WOULD OVERLOOK THESE TOWN SQUARE TO THE EAST.

THAT'S THE PLAN AS SUBMITTED RIGHT NOW ASK CONSIDERATION ON.

JUST TO NOTE ABOUT HOW FAR AWAY THIS IS FROM THE CLOSEST HOME.

IT'S ABOUT A 1.5 TENNIS COURTS AWAY JUST TO PUT YOU IN SCALE ABOUT HOW FAR AWAY IT IS.

CERTAINLY THE ADJACENT RESIDENTIAL IS SOMETHING THAT WE'VE KEPT IN MIND ALL ALONG, KNOWING THAT THEY WOULDN'T WANT PEOPLE ON THE THIRD LEVEL LOOKING DOWN INTO THE BACK YARD.

THE OTHER THING WE'VE DONE IS WE'VE LOOKED AT VIEW SCREENS.

THIS IS A SECTION GOING THROUGH, SHOWING THE OFFICE BUILDING AND SHOWING WHERE THE THIRD FLOOR WAS PROPOSED TO BE SIGNIFICANTLY NOT EVEN CENTERED,

BUT FAR ENOUGH AWAY SO THAT ANYONE IN THE BACK YARD OR AT THE EDGE OF THIS HOME HERE, IF THEY WERE TO LOOK THIS DIRECTION, NOT ONLY WOULD IT BE SCREENED, THEY WOULDN'T EVEN BE ABLE TO SEE IT AT ALL.

THIS IS THIS A VIEW SHED OF HOW THAT LOOKS.

NOW, THERE WERE SOME CONCERNS ABOUT STILL ABOUT BEING ABLE TO LOOK AROUND THE CORNER AND WHAT HAVE YOU.

WE DECIDED AND THIS IS NEW TO STAFF.

THEY HAVEN'T SEEN THIS. THIS JUST KIND OF CAME UP TODAY.

BUT AS AN ALTERNATIVE, IF THAT BECOMES A CONCERNING THING, BECAUSE WE HAVE HEARD MORE FROM SOME OF THE NEIGHBORS THAT WE COULD TURN IT SO THE OUTDOOR AREA IS ON THIS SIDE HERE, AND THERE WOULD BE NO WINDOWS ALONG HERE.

THERE WOULD BE NO WAY TO VIEW TO THE NORTH.

THIS WOULD STILL ALLOW THE PATRONS OF THE PRIVATE CLUB TO BE ABLE TO HAVE A VIEW OF THIS DIRECTION HERE, AND THERE WOULD BE WINDOWS ON THIS SIDE, BUT THERE WOULD BE NO OUTSIDE ACCESS LONG HERE.

WE KIND OF OFFER THAT AS AN ALTERNATIVE IF THAT BECOMES A CONCERN.

IN THAT INSTANCE, THIS IS HOW THAT WOULD LOOK.

THIS WOULD BE THE CLUB HERE, AND THEN THE OUTDOOR AREA WOULD BE ON THE SOUTH SIDE INSTEAD OF THE EAST SIDE.

OF COURSE, THE HOMES IN QUESTION ARE OVER HERE, SO THERE WOULD BE NO VIEW AT ALL.

THE SOUND, IF THERE WAS ANY SOUND, AND WE'RE NOT PLANNING ON HAVING OUTSIDE SPEAKERS ANYWAY.

BUT THE SOUND, TO THE EXTENT THERE'S ANY SOUND GOING THROUGH THE DOORS HERE WOULD BE DIRECTED 180 DEGREES AWAY FROM THE NEIGHBORS WHO HAVE INDICATED THEIR CONCERNS.

AGAIN, THE APPROVED SITE PLAN AND THE ONE WE'RE PROPOSING SIDE BY SIDE.

IF YOU'RE INTERESTED IN THE FLOOR PLANS OF THE BUILDING, HERE THEY ARE, AND THEN THIS WOULD BE THE FLOOR PLAN AS ORIGINALLY PROPOSED TOP FLOOR.

ELEVATIONS, VERY SIMILAR TO WHAT WAS APPROVED.

BUILDING SECTIONS GOING THROUGH, AND SOME RENDERINGS.

AGAIN, THIS WOULD HOW IT WOULD LOOK FROM THE SOUTHERN DRIVE HERE.

THERE'S THE DRIVE THROUGH FOR THE BANK IN HERE.

AS ORIGINALLY PROPOSED, THIS WOULD BE WHERE THE OUTDOOR PATIO WOULD BE, AND AGAIN, OVERLOOKING SOUTHLAKE TOWN SQUARE IS REALLY THE WHOLE IDEA.

AGAIN, HERE'S THE OTHER ELEVATION, VERY SIMILAR TO WHAT WAS APPROVED EARLIER THIS YEAR.

THE IDEA FOR THE PATIO WOULD BE AN OUTDOOR AREA HERE.

WE WOULD HAVE PLANTINGS AND PERHAPS EVEN SOME LARGER ORNAMENTALS HERE TO SCREEN THE VIEWS ON EITHER SIDE.

THE VIEW WOULD BE FOCUSED DIRECTLY EAST TOWARDS SOUTHLAKE TOWN SQUARE.

OF COURSE, IF YOU PREFER THE OTHER ONE WHERE WE'RE ON THE SOUTH, KIND OF THE SAME THING.

COULD BE PUT IN THERE.

ANYWAY, THOSE ARE THE TWO MAIN THINGS THAT WE'RE PROPOSING.

I'D BE HAPPY TO ANSWER ANY QUESTIONS YET YOU HAVE ANY.

I ALSO WANT TO I'VE ALWAYS BEEN IN CONSIDERATION TO THE NEIGHBORS AND HEARING WHAT THEY'RE SAYING AND TALKING TO, AND I WANT TO ADDRESS SOME OF THE THINGS THAT OBVIOUSLY WE TALKED ABOUT BECAUSE THE NEW INERATION THAT WE HAVE TURNED IT AND FACING IT COMPLETELY SOUTH TAKES AWAY A MAJORITY OF IT AND GO BACK TO THAT.

WE'RE NOT ASKING FOR LONG RUN HOURS.

WE'RE ASKING FOR A PLACE TO CAUGURATE, AND YOU'LL SEE IN SOME OF THE RESPONSES AND SOME OF THE PEOPLE IN FAVOR THAT HAVE CALLED ME ABOUT IT AND SAYING THAT THEY WOULD LIKE TO HAVE THIS AS AN AMENITY, WHICH WOULD BE A VERY HIGH VALUE AMENITY FOR SOUTHLAKE BECAUSE THE OPERATOR WANTS TO MAKE IT AS A TRUE LUXURY, SPEAK EASY, THUMBPRINT ELEVATORS, VERY EXCLUSIVE OPPORTUNITY TO GET IN.

SOME OF THE OTHER PARTS WHERE WE HAD WAS WAS THE BAR USAGE, WHICH I UNDERSTAND THAT WE DON'T WANT TO BAR, BUT IT IS A BAR.

BUT IT'S A BAR CLUB, WHICH IS THE DESIGNATION, BUT AGAIN, IT'S NOT OPEN TO THE PUBLIC.

THIS OBVIOUSLY WOULD SEE IT, BUT FROM CARROLL BUT I'VE OFFERED THE SCREEN AS MUCH AS I CAN TO THE NEIGHBORS TO THE NORTH WITH EITHER MORE SHRUBS, MORE SCREENING NELLI R STEVENS, MAGNOLIAS FENCING.

WE ALREADY PUTTING AN EIGHT FOOT STONEWALL FENCING ON THE NORTH SIDE.

THERE'S LOTS OF THINGS I WANTED TO PROVIDE THAT REALLY WOULD TAKE AWAY SOME OF THE CONCERNS THEY MIGHT HAVE IN BEGINNING.

I UNDERSTAND IF YOU LIVE ON THE CORNER OVER HERE OFF OF CARROLL AND OWNING OF THAT AREA, THAT YOU'RE ALREADY GETTING NOISE THROUGHOUT THE DAY WITH LIVING ON CARROLL AND ACROSS THE STREET FROM TOWN SQUARE, THIS, TO ME, WOULD NOT HAVE ANY NOISE VIOLATIONS OR ANY ADDED NOISES, ESPECIALLY THE FACT THAT WE'D BE CLOSING AT THE TECHNICAL NOISE REQUIREMENTS CITY TELLS US TO BE SHUT IT DOWN AT THE DECIBEL LEVEL THAT THEY TELL US TO BE TURNING DOWN AT.

I THINK IT CREATES A GREAT VALUE AND EQUITY FOR SOUTHLAKE.

WE'RE NOW WORKING WELL INTO THE DARK HOURS WHERE MY 12-YEAR-OLD DAUGHTER'S SLEEPING TENNIS COURT AND A HALF AWAY FROM WHAT'S A PROPOSED BAR.

THEY'RE THE ONE STORY, 8-5 BUSINESS, AND PEOPLE EVEN APPRECIATE THAT HAVING THAT QUIET TIME AND FREQUENTLY THEY KEEP UP THE FENCE, THE SHARED FENCE, TOO, SO THAT'S BEEN A WIN WIN.

AGAIN, WITH THE TIMING OF THIS, NOT MANY PEOPLE IN OUR NEIGHBORHOOD REALLY KNEW WHAT WAS GOING ON.

WHEN WE STARTED MAKING THE CALLS, PEOPLE WERE LIKE, WE'RE OUT OF TOWN.

OH MY GOSH, WE CAN'T F. I WANTED TO IF IT'S OKAY, WE HAD NEIGHBORS, THE SPACE WHO LIVE DIRECTLY BEHIND US AND THEIR BACK FENCE ABUT THIS PROPERTY AS WELL.

I CAN HEAR THINGS FROM TOWN SQUARE ALL THE TIME, WHICH WE CAN ENJOY BECAUSE WE CAN TELL WHICH BANDS ARE REALLY GOOD, AND WE GET UP AND GO WALK TO TOWN SQUARE.

BUT I JUST FEEL FOR ALL THESE PEOPLE THAT ARE LIVING BACK THERE, THEY'VE TORN DOWN ALL THE TREES.
