WE'RE GOING TO START OUR WORK SESSION AS WE ALWAYS DO BY INVITING PASTOR CLAYTON REED, WHO IS OUR OFFICIAL CITY CHAPLAIN FROM SALT LAKE BAPTIST CHURCH, TO LEAD US IN PRAYER.
AND THEN IF YOU'RE ABLE TO REMAIN STANDING FOR THE PLEDGE OF ALLEGIANCE AND THE PLEDGE TO TEXAS.
LORD, WE GIVE THANKS FOR OUR TIME TOGETHER TONIGHT.
AS WE CONSIDER TONIGHT'S AGENDA, THERE'S ISSUES AND DISCUSSIONS THAT NEED TO HAPPEN, AND NONE OF US HAS THE ABILITY TO SEE VERY FAR INTO THE FUTURE.

AS I'M SURE YOU ALL ARE AWARE, WE HAVE ARRANGEMENTS AND AGREEMENTS WITH SOME WONDERFUL GROUPS AND NON-PROFITS ACROSS OUR CITY AND OUR AREA.
AND METROPORT MEALS ON WHEELS IS ONE OF THOSE.
I'VE BEEN BLESSED TO BE ON THE BOARD FOR SEVERAL YEARS NOW.
I STARTED OUT AS DELIVERING MEALS BEFORE THAT WHEN MY GIRLS WERE IN NATIONAL CHEER LEAGUE, AND THAT'S HOW I MET MARY, AND CAME TO KNOW AND LOVE THE ORGANIZATION.
AND SO, WE WANT TO LIFT THESE ORGANIZATIONS UP, SO YOU'LL HEAR FROM MORE THIS YEAR.
BUT FOR TONIGHT, WE WANT TO RECOGNIZE METROPORT MEALS ON WHEELS AND THE PARTY IN THE PASTOR.

OKAY. OUR MISSION IS TO BE A GRASSROOTS VOLUNTEER ADVOCATE FOR THE ELDERLY AND THOSE IN NEED THROUGH HOME-DELIVERED MEALS, SENIOR CENTER LUNCHEONS, AND OTHER ACTIVITY PROGRAMS AND SUPPORT SERVICES.
NEIGHBORS HELPING NEIGHBORS TO ALLEVIATE ISOLATION, HUNGER, AND LONELINESS

IN OUR COMMUNITIES, AND TO FOSTER THE DIGNITY, WORTH, AND INDEPENDENCE OF EACH INDIVIDUAL WE SERVE IS OUR VISION AND SOMETHING WE STRIVE TO DO ON AN ONGOING BASIS.WE WERE FOUNDED IN 1980, AND SINCE 1980 WE HAVE HAD QUITE A LOT OF ACTIVITY.
A LITTLE BIT OF MY SLIDE HAS VAPORIZED, BUT WE, FOR THE FIRST 12 YEARS, OUR VOLUNTEERS COOKED MEALS IN THEIR OWN HOME AND DELIVERED TO OUR PARTICIPANTS.
IN 2012, I'M SORRY, IN 1992 WE FORMED A PARTNERSHIP WITH THE MARRIOTT SALAMA HOTEL, AND THEY BECAME THE FIRST OF OUR RESTAURANT PARTNERS, AND OUR CULTURE IS REALLY BUILT ON DEVELOPING FOOD PARTNERSHIPS WITH FOOD PROFESSIONALS IN THE COMMUNITY SO THAT THE MEALS ARE PREPARED LOCALLY, LOCAL VOLUNTEERS DELIVER THE MEALS, AND THE COMMUNITY AS A WHOLE IS MORE AWARE OF WHAT'S GOING ON AND WHAT SENIOR NEEDS IN THE COMMUNITY ARE.
FAST FORWARDING 2013, WE PASSED THE 1 MILLION MEAL MILESTONE.
IN 2025, THAT HAD GROWN TO 2.5 MILLION MEALS.
WE HAVE SIGNATURE FUNDRAISERS, PARTY IN THE PASTURE IS ONE, AND I WILL CLOSE WITH THAT.
WE APPRECIATE OUR RELATIONSHIP WITH THE CITY, THAT ENABLED US TO HAVE HEELS FOR HOT MEALS, OUR FIRST LADIES' LUNCHEON, THAT IS GOING TO BE AN ONGOING EVENT HERE AT, WELL, IN SOUTHLAKE AT THE MARK THIS YEAR, AND WE ARE SO EXCITED TO BE MAKING PLANS FOR THAT FOR NEXT YEAR.
RIGHT NOW WE ARE SERVING MEALS, HOME-DELIVERED MEALS, TO ABOUT 275 PEOPLE A DAY, AND WE HAVE 12 SENIOR CENTER SITES.
THE SOUTHLAKE SENIOR CENTER SITES WAS ONE OF OUR FIRST, AND IT IS ONE, WE LOVE THEM ALL, BUT MONDAYS ARE ALWAYS VERY SPECIAL.
WE HAVE ABOUT EIGHT PEOPLE RIGHT NOW WHO ARE RECEIVING MEALS IN SOUTHLAKE LAST YEAR.
OVER THE COURSE OF THE YEAR, WE HAD OVER, WE HAD 20 SENIORS WHO WERE RECEIVING HOME-DELIVERED MEALS AT SOME POINT DURING THE YEAR.
SO, THE NEED IS CONTINUING AND ONGOING.
OKAY, AGAIN, OVER TWO AND A HALF MILLION MEALS SINCE WE STARTED.
ONE OF THE UNIQUENESSES ABOUT OUR PROGRAM, AND UNLIKE MOST OF OUR COLLEAGUES IN THE MEALS ON WHEELS COMMUNITY, WE CHOOSE NOT TO TAKE FEDERAL FUNDS.
SO, ALL OF THE FUNDING FOR THE MEALS THAT HAPPEN IS GENERATED LOCALLY FROM INDIVIDUALS, FROM THE EVENTS THAT WE HAVE, FROM COMMUNITY SUPPORT AND SUPPORT OF MANY OF THE CITIES THAT WE SERVE.
WE ARE ABLE, BECAUSE WE DON'T TAKE FEDERAL FUNDS, TO LOOK AT NEED ON A LOCAL BASIS.
AND OUR DEFINITION REALLY IS CENTERED AROUND HUNGER AND ISOLATION, NOT INCOME OR AGE.
THAT BEING SAID, 86% OF OUR PEOPLE LAST YEAR NEEDED FINANCIAL ASSISTANCE TO MEET THE COST OF THEIR FOOD.
OUR AVERAGE COST WAS $6.78 JUST FOR THE FOOD THAT WE DELIVERED.
THE AVERAGE PAYMENT WE RECEIVED FROM HOME DELIVERY RECIPIENTS WAS $1.28.
LAST YEAR, WE DELIVERED ALMOST 53,000 HOME-DELIVERED MEALS.
AND THOSE INCLUDE PERSONAL VISITS AND SUBTLE WELFARE CHECKS.
OVER THE COURSE OF THE YEAR, WE PROBABLY HAD ABOUT 15 SITUATIONS THAT WE ENCOUNTERED AS WE DELIVERED MEALS ACROSS OUR SERVICE AREA THAT RESULTED IN A 911 EMERGENCY CALL.
WE HAD ANOTHER 700 MISSING IN ACTION ATTEMPTED DELIVERIES WHERE THE PARTICIPANT WAS EITHER NOT ANSWERING THE DOOR OR NOT AT HOME, AND THAT ALL RESULTED IN PERSONAL PHONE CALLS TO THEIR EMERGENCY CONTACTS AND FOLLOW-UP TO MAKE SURE THAT THE PARTICIPANT WAS INDEED SAFE.
WE SERVED OVER 76,000 MEALS IN SENIOR CENTERS, AND WE PROVIDED OVER 28,000 SHELF-STABLE MEALS TO OUR

HOME-DELIVERY PARTICIPANTS.INCLUDED IN THOSE SHELF-STABLE MEALS WAS A SPECIAL PACK OF WINTER MEALS, WHICH MANY PEOPLE HAVE SAID, GEE, WITH THE WEATHER LAST WEEK, HOW DID YOU TAKE CARE OF THE SENIORS? THE WINTER MEALS WENT OUT IN NOVEMBER WITH A NOTE TO PLEASE SAVE UNTIL THERE WAS ICE AND SNOW ON THE GROUND, BUT THE WINTER MEAL BAGS HAD ABOUT FOUR DAYS' WORTH OF FOOD SO THAT THE PARTICIPANTS HAD SOMETHING IN THEIR HANDS THAT THEY COULD EAT WITHOUT HAVING TO LEAVE THE HOUSE OR DEPEND ON SOMEONE ELSE TO BRING IT TO THEM.
WE PROVIDED ALMOST 2,500 NUTRITIONAL SUPPLEMENT MEALS.
AGAIN, THESE WERE TO HOME-BOUND PARTICIPANTS, AND OUR RELATIONSHIP WITH THE TEEN COURT, IT SOUNDS LIKE, IS ONE OF THE, JUST A KEY COMPONENT OF THAT PROGRAM BECAUSE THAT IS ONE OF THE DONATIONS THAT THE TEEN COURT FOLKS CAN MAKE TO BUY DOWN A PORTION OF THEIR HOURS.
IT IS SOMETHING THAT WE SUBMIT AND REQUEST APPROVAL FOR, AND TEEN COURT HAS BEEN VERY SUPPORTIVE OF THAT.
IN ADDITION, WE PROVIDED OVER 08,700 MEALS AND OVER THREE TONS OF FOOD TO LOCAL FOOD PANTRIES AND COMMUNITY ASSISTANCE PROGRAMS THROUGH CHURCHES, COMMUNITIES, WHAT HAVE YOU, ACCESS THAT'S DONATED TO US THAT THE MOST EFFICIENT USE IS TO PASS THROUGH TO THEM SO THAT THEY CAN GET IT IN PEOPLE'S HANDS QUICKLY.
WE PROVIDE PET FOOD ASSISTANCE.
WE COLLABORATE WITH DON'T FORGET TO FEED ME.
THAT ORGANIZATION PROVIDES BOTH DOG FOOD AND CAT FOOD, WHICH WE BAG UP IN FOUR-POUND BAGS AND DELIVER MONTHLY TO THE FOLKS THAT HAVE PETS AND NEED ASSISTANCE WITH THE FOOD.
OUR STOCKING TREE PROVIDED OVER 1,000 PERSONAL GIFTS FOR OUR HOME DELIVERY SENIORS OVER THE HOLIDAYS AND WAS JUST A WONDERFUL, ENERGIZING AND EXCITING PROGRAM TO DEAL WITH, BUT TO SEE THE HAPPINESS ON A BASIS AND TO HEAR COMMENTS THAT, GEE, IF IT HADN'T BEEN FOR YOU ALL, I WOULDN'T HAVE HAD A CHRISTMAS, MADE EVERY BIT OF IT WORTHWHILE.
OUR HOME DELIVERY PARTICIPANTS RANGED LAST YEAR FROM AGE 30 TO 105, 79% WERE OVER AGE 70, 68% WERE WOMEN, 70% WERE SINGLE, AND 100% WERE ALONE FOR EXTENDED PERIODS.
EIGHTY-FIVE PERCENT OF THE PEOPLE WE SERVED CONTINUED LIVING INDEPENDENTLY IN THEIR OWN HOMES.
OUR MAJOR SOURCES OF FUNDING, EVENTS AND ENTERPRISES, HEELS FOR HOT MEALS, OUR GOLF TOURNAMENT, AND SADIE'S UPSCALE, WHICH IS A CONSIGNMENT AND RESALE STORE IN ROANOKE.
DONATIONS FROM INDIVIDUALS, CORPORATIONS, CHURCHES, CIVIC ORGANIZATIONS, FOUNDATION GRANTS, AND OUR CITY SCOPE OF SERVICES AGREEMENT, AND AGAIN, WE ARE SO APPRECIATIVE FOR THE AGREEMENT THAT WE HAVE WITH SOUTHLAKE.

AND, YOU KNOW, OUR PERFORMANCE STARTS BEFORE THE WEATHER EVEN GETS HERE.
OUR TEAMS, YOU KNOW, ACTIVATE.

KENNEDY AND OUR EMERGENCY OPERATIONS TEAM, SHE BEGINS HOLDING BRIEFINGS WITH THE NATIONAL WEATHER SERVICE TO GIVE US THE INFORMATION THAT WE NEED TO START PLANNING EARLY.DEPARTMENTS GET TOGETHER AND ACTIVATE THEIR WINTER WEATHER READINESS PLANS, IDENTIFY WHAT CRITICAL SERVICES ARE NEEDED.
SO THIS EARLY SITUATIONAL AWARENESS IS SO CRITICAL AND REALLY SET THE TONE FOR EVERYTHING WE DO GOING FORWARD.
AND REALLY WE BEGIN BY FOCUSING ON THE PEOPLE.
WE FINALIZE OVERNIGHT STAFFING PLANS TO MAKE SURE THAT WE HAVE ALL OF OUR CRITICAL PERSONNEL LOCAL AND READY TO RESPOND THROUGHOUT THE EVENT.
IT'S NOT JUST FOR CONTINUITY OF SERVICE, BUT IT'S ALSO IMPORTANT FOR EMPLOYEE SAFETY.
OUR EMPLOYEES COMMUTE, AND SO HAVING THEM HERE MAKES SURE THAT THEY CAN RESPOND SAFELY.
AND AT THE SAME TIME, WHILE WE'RE DOING ALL OF THAT, OTHER MEMBERS OF THE TEAM ARE ALSO WINTERIZING FACILITIES.
WE'RE MAKING SURE THAT OUR FUEL STATION IS TOPPED OFF AND READY TO GO.
SAFETY GEAR IS DISTRIBUTED, AND ALL THIS WORK HAPPENED BEFORE, YOU KNOW, CONDITIONS EVEN CHANGED WHEN THE SUN WAS STILL HIGH IN THE AIR AND IT WAS VERY WARM.
THEN WE MOVE INTO THE EVENT, AND ONCE FREEZING CONDITIONS BEGIN, OUR FOCUS REALLY SHIFTS FROM PREPARATION TO RESPONSE.
WE ALL SAW THE TRANSITION, YOU KNOW, TO SLEET AND ICE, AND OUR CITY TEAMS MOVE INTO CONTINUOUS OPERATIONS MODE.
BECAUSE ALL OF THE PLANNING THAT I MENTIONED HAD ALREADY TAKEN PLACE, THE TRANSITION WAS SEAMLESS.
IT WASN'T REACTIVE, AND THIS IS WHERE OUR PREPARATION REALLY PAID OFF.
WE WERE ABLE TO RESPOND SAFELY AND STRATEGICALLY RATHER THAN UNDER PRESSURE, AND I'VE GOT TO TELL YOU, I LOVE THIS PHOTOGRAPH ON THE TOP RIGHT-HAND SIDE OF THE SCREEN WITH THE ROAD CREWS OUT TREATING.
I THINK THAT'S WHITECHAPEL, IF I REMEMBER CORRECTLY.
YOU CAN SEE THEY'RE KIND OF ALL FOLLOWING IN A LINE TO GET THE ROAD CLEARED AS QUICKLY AS POSSIBLE.
AND OUR PEOPLE WORKED AROUND THE CLOCK, MAKING REPEATED PASSES ON PRIORITY ROADWAYS, BRIDGES, ROUNDABOUTS, MAKING SURE EMERGENCY ROUTES WERE CLEARED AND SAFE FOR PASSAGE AS CONDITIONS EVOLVED.
WE HAD TO ADJUST TREATMENT STRATEGIES IN REAL TIME BASED ON TEMPERATURE AND PRECIPITATION TYPE.
IT'S CONTINUOUS MONITORING AND ADJUSTMENT THROUGHOUT THE EVENT, AND THIS SUSTAINED LEVEL OF EFFORT IS WHAT ALLOWED US TO STAY AHEAD OF THE WEATHER AND KEEP THOSE ROUTES AS SAFE AS POSSIBLE DURING VERY CHALLENGING CONDITIONS.
THIS IS REALLY AND TRULY ONE OF THOSE MOMENTS WHERE YOU GET TO SEE THE CITY VALUE OF TEAMWORK AND ACTION.
IT WAS A COORDINATED, ENTERPRISE-WIDE RESPONSE.
OUR PUBLIC SAFETY TEAMS REMAINED FULLY OPERATIONAL, HELPING WITH TRAFFIC ISSUES, ASSISTING MOTORISTS, MONITORING CONDITIONS ACROSS THE CITY, ALL WHILE COORDINATING CLOSELY WITH PUBLIC WORKS, COMMUNITY SERVICES, AND EMERGENCY MANAGEMENT.
WE ALSO DEPLOYED STAFF TO ALL OF OUR CRITICAL INFRASTRUCTURE LOCATIONS THROUGHOUT THE EVENT, MONITORING LIFT STATIONS.
PUMP STATIONS, WATER TOWERS, OTHER CRITICAL FACILITIES TO PREVENT SERVICE DISRUPTIONS.
WE ALSO HAD OUR EMERGENCY OPERATIONS CENTER ACTIVE THROUGHOUT THE EVENT.
I THINK IT WAS ALMOST 70 HOURS OF ACTIVATION FOR THAT CENTER.
AND AT THE SAME TIME, COMMUNICATION WAS ALWAYS TOP OF MIND.
OUR TEAM PROVIDED REGULAR UPDATES.
I THINK THEY PROVIDED ALMOST 80 UPDATES ACROSS OUR CHANNELS THROUGHOUT THE EVENT.
CLEAR AND CONSISTENT COMMUNICATION HELPED RESIDENTS UNDERSTAND, YOU KNOW, CONDITIONS, MAKE INFORMED DECISIONS IF THEY DID NEED

ONE OF THE OTHER THINGS THAT WE DO IS WE ALWAYS MAKE CALLS TO OUR SENIORS IN THE COMMUNITY.
AND SO THE COMMUNITY SERVICES TEAM MADE OVER 1,000 CALLS TO OUR SENIORS JUST TO MAKE SURE THAT THEY WERE SAFE, THEY DIDN'T NEED ANYTHING, AND THAT THEY WERE BEING CHECKED ON.
AND THEN AGAIN, THERE'S THOSE STATS RELATED TO OUR COMMUNICATION.
SO TAKEN TOGETHER, THIS RESPONSE REALLY SHOWS WHO WE ARE.
THE SOUTHLAKE TEAM COMES TOGETHER, PRIORITIZES SAFETY.
IT DEMONSTRATES OUR ABILITY TO PLAN AHEAD, WORK ACROSS DEPARTMENTS DELIBERATELY, AND REINFORCES OUR VALUE OF PREPAREDNESS AND THE STRENGTH OF OUR TEAMS. I COULD NOT BE MORE PROUD.

THE PLANNING AND ZONING COMMISSION RECOMMENDED DENIAL FOR TWO AT THEIR JANUARY 8TH MEETING, NOTING THAT THE ONLY REAL CONCERNS THEY HAD WAS HEARING AT PLANNING AND ZONING COMMISSION, THEY WERE NOT CERTAIN THEY COULD CONTAIN THEIR DEVELOPED CONDITION RUNOFF WITHIN THE AREA OF DETENTION THEY HAD ALLOCATED, AND WERE NOT SURE HOW MUCH OVER THAT 25 PERCENT THEY MIGHT BE REQUIRED.
THEY FURTHER NOTED THEY HAD QUESTIONS ON SOME OF THE OVERSIZING STORM WATER DISCUSSION, AND HOW THAT MIGHT AFFECT PROPERTIES NORTH OF THE OUTFALL AREA, AND HOW LONG THAT STORM UNDERGROUND STORM PIPE WOULD NEED TO BE, AND THEN HOW THAT ALSO MIGHT AFFECT SOME OF THE PROPERTIES IN THE WESTERN PORTION OF THE SITE.

FOLLOWING THAT STUDY IN 2022, WE ADDED IT TO OUR CAPITAL IMPROVEMENTS PROGRAM.
IN THE OUT-YEAR PROJECT, SO IN THE, FOR EXAMPLE, THE PRESENTATION YOU SAW TONIGHT TALKING ABOUT THIS MULTI-YEAR PLANNING, GOES OUT IN A FUTURE YEAR.
WHENEVER THE DEVELOPER CAME IN, OUR STAFF APPROACHED THE DEVELOPER AND SAID, HEY, WE HAVE THIS PROJECT.
WE'D LIKE TO LOOK AT OPPORTUNITIES TO PARTNER WITH YOU, AND THE DEVELOPER WAS AGREEABLE.
AS PART OF THIS PROCESS, YOU KNOW, IT IS SEPARATE FROM ZONING, SO WE'LL, AFTER THE DECISION IS MADE, WITH THE COUNCIL AT THE ZONING LEVEL, WE WILL WORK WITH THE DEVELOPER TO ESTABLISH AN AGREEMENT, WHETHER THAT'S A DEVELOPER AGREEMENT OR SOME OTHER TYPE OF MECHANISM, TO BE ABLE TO PARTICIPATE IN THE OVERSIZING OF THE DRAINAGE ON HIS PROPERTY.
SO, THE CITY WOULD ONLY BE INTERESTED IN PARTNERING AS FAR AS TAKING THAT WATER OFF OF PEYTONVILLE.
THE DEVELOPER IS STILL GOING TO BE RESPONSIBLE FOR MANAGING THE DRAINAGE ON THEIR PROPERTY, SO ANY IMPACTS FROM THE DEVELOPMENT, THEY ARE RESPONSIBLE FOR MANAGING AS PART OF THEIR DEVELOPMENT PLAN.
SO, THIS AGREEMENT WOULD BE IN FURTHERANCE OF THE CITY'S OBJECTIVE OF DEALING WITH THE WATER COMING ON OR FROM PEYTONVILLE? YES.
NOW, HOW WOULD THAT, HOW DOES THAT WORK? I KNOW THERE'S THE INCREASED SIZE OF THE DETENTION POND ON THE PROPERTY.
IS THERE ANYTHING ELSE UNDERGROUND AS FAR AS WHERE, YOU KNOW, DRAIN PIPES ARE? HOW DOES IT GET FROM PEYTONVILLE TO THE DETENTION AREA? SO, WE'LL FINALIZE THAT THROUGH ENGINEERING DESIGN, WHETHER THAT GETS CONVEYED THROUGH THEIR DETENTION PONDS, AND THAT'S WHY THEY'RE ASKING FOR THE VARIANCE, TO GIVE THEM THE FLEXIBILITY TO BE ABLE TO OVERSIZE, UPSIZE THOSE PONDS, OR THROUGH A CLOSED PIPE SYSTEM THAT CONVEYS A MAINTENANCE BRANCH.

AND SO WHEN WE LOOKED AT THIS, WE HAD THE OPPORTUNITY TO PUT IT UNDER OUR ROAD.
THE BAD NEWS IS FOR YOU GUYS IS THE TIMING BECAUSE ONCE OUR ROAD GOES DOWN, YOU CAN'T PUT IT UNDER OUR ROAD ANYMORE.

AND THEN WE HAPPENED TO BE UNDER CONTRACT FOR THIS LOT, SO WE COULD GRANT THIS EASEMENT OURSELVES BECAUSE WE CONTROLLED THIS LOT OUTSIDE.
THIS LOT'S ALREADY PLATTED, BUT IT WAS PART OF WHAT IS IN AGREEMENT WITH THE SELLER.
DOWNSIDE IS, AFTER MEETING WITH THE CITY A FEW TIMES, THEIR CONCERN IS DOWNSTREAM IMPACT.
AND, LOOK, WHEN YOU PICK UP A BUNCH OF WATER HERE AND YOU JUST SET IT RIGHT THERE, THERE'S GOING TO BE DOWNSTREAM IMPACT BECAUSE THERE'S NO WAY TO SLOW IT DOWN.
AND THEY'RE NOT EXPERIENCING THAT TODAY BECAUSE THIS VOLUME OF WATER GOES LIKE THIS ACROSS.
IT GOES THROUGH PEOPLE'S HOUSES, BUT IT GETS SLOWED DOWN.
SO JUST WITHOUT ANY SCIENCE AT ALL, THERE'S GOING TO BE A DOWNSTREAM IMPACT, AND THAT'S A CONCERN OF THE CITY.
SO, I MEAN, IF YOU JUST LOOK AT THIS, IT'S MINIMAL ENVIRONMENTAL.
IT'S SAFETY BECAUSE THERE'S WATER THAT'S NOT WASHING ACROSS PAYTONVILLE IN THE EVENT OF A STRONG STORM.
IT DOES MINIMIZE THE BUDGET BECAUSE WE HAVE TO TURN UP CITY STREETS, BUT THERE IS THIS RISK ON FLOW RATE.
THERE IS A NEIGHBOR WHO IS AN ENGINEER WHO WOULD BE DIRECTLY AFFECTED, AND SHE POINTED THAT OUT AFTER P&T.
SO WE JUST GET SO MUCH WATER, PLUS THE WATER THAT WE'RE TAKING IN, WE CAN'T TAKE IT ALL.
I WOULD LOVE TO JUST SAY, LET'S JUST PUT IT ALL AND RETAIN IT IN THIS AREA, BUT WE CAN'T.
OUR STUDIES SHOW THAT WE CAN HANDLE OUR LOAD PLUS 25% IN THIS AREA, AND WE'VE STILL GOT TO CLEAN THIS UP A LITTLE BIT.

AND WHILE WE'RE CONSIDERING THIS APPLICATION ON THE MERITS OF SIMPLY ZONING, I DO THINK THAT THIS IS THE NEIGHBOR'S BEST CHANCE TO FIX A LONG-TERM PROBLEM.
I THINK, YOU KNOW, YOU FIRST LOOK AT THE NUMBERS AND SEE, YOU KNOW, 22 ACRES, 15 HOUSES, ONE ACRE LOTS, OKAY, THAT CHECKS ALL THE BOXES.
BUT THEN WHEN WE GET INTO THESE WATER ISSUES, I MEAN, YOU'VE HEARD FROM EVERYONE UP HERE ON COUNCIL, WE'RE VERY SENSITIVE TO THAT AND VERY CONCERNED ABOUT THAT.
WE WANT TO, IN THIS CASE, TAKE A PROBLEM, AN EXISTING PROBLEM THAT'S ALREADY THERE, AND TRY TO MAKE IT BETTER OR FIX IT.
SO I APPRECIATE THAT THE DEVELOPER AND HIS TEAM HAVE WORKED WITH THE CITY TO THIS POINT ON A POSSIBLE AGREEMENT GOING FORWARD THAT PERHAPS ADDRESSES PROBLEMS THAT ARE ALREADY THERE AND MAKES THINGS BETTER NOT ONLY FOR THIS NEW NEIGHBORHOOD BUT THE EXISTING NEIGHBORHOODS AND BEING A GOOD NEIGHBOR TO THOSE FOLKS THAT ARE ALREADY THERE.
I LIKE WHERE WE'RE GOING WITH, YOU KNOW, THE TALKING ABOUT TRYING TO MAKE THIS BETTER FOR EVERYONE, INCLUDING THE NEIGHBORS ON ALL SIDES OF THIS DEVELOPMENT.
SO THIS COULD BE SOMETHING, IT'S GOOD TIMING WHERE WE COME TOGETHER ON THIS AND MAKE IT BETTER.
SO, COUNCIL MEMBER TIGER, I THINK YOU WERE NEXT.
LET'S START WITH, THIS IS AN EXAMPLE FOR ME OF EVERYTHING DONE RIGHT.
SO THE DIFFERENT PROPOSALS THAT I'VE SEEN COME IN, THIS IS SOMEONE WHO'S COME IN WITH A GREAT PROPOSAL IN MY MIND.
I'VE SPENT THE LAST SEVERAL MONTHS LOOKING AT THIS PROJECT, AND I'VE BEEN OUT THERE SEVERAL TIMES AND WALKING THE CREEK, AND I APPRECIATE MEETING WITH THE NEIGHBORS AND THE DEVELOPER ON IT.
I MEAN, WHAT'S GREAT ABOUT THIS TO ME IS IT PRESERVES THE CHARACTER OF PEYTONVILLE.
THE TREE PRESERVATION IS OUTSTANDING.
ALL THE LOTS ARE GREATER THAN ONE ACRE.
THESE ARE HIGH-VALUE LOTS, WHICH WILL INCREASE THE VALUE, IN MY OPINION, OF PROPERTIES AROUND THEM.
BUT THE BIGGEST THING IS IT'S A CHANCE TO RELIEVE DRAINAGE ISSUES IN AN AREA THAT DOES HAVE ACTUAL ISSUES.
I LIKE THE IDEA OF THE POTENTIAL WORK WITH THE CITY, AND I LIKE THE IDEA OF SPLITTING THE DRAINAGE SO SOME OF IT GOES INTO THE RETENTION POND, AND THAT SHOULD HELP.
I THINK ANYTHING HE DOES IS GOING TO HELP THE SITUATION OVER THERE.
I CAN SPECULATE, SO WE'RE MAKING A STATEMENT, I GUESS, THAT AS FAR AS THE OUTLET GOES UP HERE THROUGH THE EASEMENT, THE DRAINAGE EASEMENT, YEAH, YOU WOULD HAVE TO DISTURB TREES.
THERE'S NO WAY THAT YOU CAN DIG THROUGH THERE AND NOT TAKE SOME TREES OUT.
BUT LET'S ALSO KEEP IN MIND THAT PART OF THE DRAINAGE ISSUES THAT THIS AREA AND OTHER AREAS OF SOUTH LAKE HAS IS BECAUSE THOSE DRAINAGE EASEMENTS ARE SUPPOSED TO BE FREE OF MANY TREES THAT GET CLOGGED UP WITH BUSHES AND TREES THAT FALL INTO THEM AND THEN FURTHER CLOG UP, AND THEN THAT SLOWS THE WATER DOWN.
SO BY WORKING THROUGH THAT, YOU ACTUALLY SHOULD RELIEVE SOME OF THOSE DRAINAGE ISSUES AS WELL.
BUT OVERALL, I THINK THIS IS GREAT.
I'M IN FULL SUPPORT OF THIS DEVELOPMENT.
I JUST WANTED TO SAY, JERRY, GREAT JOB ON THIS.
I THINK YOU HANDLED IT REALLY WELL, TALKING TO THE NEIGHBORS, BEING PATIENT WITH THEM, AND HANDLING AN ISSUE THAT, LIKE COUNCILMAN TAGGART SAID, IS AN ONGOING ISSUE THAT I'M HOPEFUL IN THE LONG TERM YOU DOING THIS ENDS UP BEING A BETTER OUTCOME FOR EVERYBODY IN THE LONG TERM.
AND BY YOUR DESIGN, IT LOOKS LIKE IT'S DONE RIGHT.

THE DRAINAGE IS SUCH A BIG DEAL IN THIS PROJECT THAT WE HAVE NORMALLY SPENT HOURS TALKING ABOUT TREES, LOSING TREES, MAINTAINING ONE-ACRE LOTS, KEEPING THE RURAL FEEL.
I'M VERY PLEASED TO SEE THAT THEY'RE PUTTING A FENCE IN FRONT THAT IS REMINISCENT OF THE FENCES THERE BUT LOOKS LIKE IT'S BEEN TAKEN CARE
