SHE'S IN ANOTHER MEETING AND RUNNING A FEW MINUTES LATE.

BUT WE'RE GOING TO GO AHEAD AND GET STARTED.

BEFORE WE CALL UP PASTOR REED.

JUST FOR THOSE OF YOU IN THE AUDIENCE, WE'D LIKE TO REMIND YOU THAT WE'RE PRACTICING SOCIAL DISTANCING, TRYING TO KEEP EVERYONE SAFE.

AS YOU CAN TELL, THE SEATING IS SPACED OUT A LITTLE BIT MORE.

BUT WITH THAT, SHE'S ENDURED THE PANDEMIC.

AS MANY OF YOU KNOW, OUR RESTAURANTS ARE STRUGGLING A GREAT DEAL RIGHT NOW.

BUT I'LL GO AHEAD AND LET HER TELL YOU A LITTLE BIT ABOUT HER STORY.

GOOD AFTERNOON, MAYOR AND CITY COUNCIL.

MY NAME'S LISA HUSZAR AND I OWN AND OPERATE TASTEFULLY YOURS CATERING WITH MY HUSBAND, ANDREW. I RUN THE BUSINESS OFFICE AND THE SERVICE TEAM AND HE RUNS THE KITCHEN AND THE CULINARY TEAM. WE'VE BEEN IN BUSINESS HERE IN THE DFW AREA FOR THE LAST 14 YEARS.

WE'VE BEEN RUNNING OUT OF SOUTHLAKE FOR ABOUT THE LAST 10 YEARS AND IT'S BEEN REALLY GREAT. OUR CLIENTELE IS AMAZING.

THEY'RE VERY LOYAL.

THEY LIKE WHAT WE HAVE TO OFFER.

AND IT'S BEEN A GOOD BUSINESS.

WE HAVE BEEN HIT BY COVID AND IT'S DEFINITELY MADE A BIG DIFFERENCE.

WE PIVOTED TO CURBSIDE MEALS TO HELP AND OUR CLIENTELE WERE SO HELPFUL.

SAME FAMILIES ORDER WEEK AFTER WEEK AND THAT GOT US THROUGH THAT TIME.

IT GOT US TO CONTINUE TO GET UP, GET IN, CREATE THE MEALS, LET ANDREW BE IN THE KITCHEN WHERE HE'S HAPPIEST.

AND IT REALLY GOT US THROUGH A ROUGH TIME.

OUR BUSINESS IS COMING BACK.

WE'VE GOT WEDDINGS AND EVENTS.

THEY'RE A LOT SMALLER THAN THEY USED TO BE.

AND OUR FOOD SERVICE, WE WERE ALWAYS INTO THE HOW DO YOU SAY LIKE THE VISUAL OF OUR FOOD

SO WE HAD A LOT OF SMALL VESSELS AND STUFF LIKE THAT, BUT NOW WE'RE UTILIZING THEM A LOT MORE. BIGGER SHIPMENTS ARE COMING IN AS SMALL VESSELS AND WE'RE MAKING JUST BEAUTIFUL FOOD THAT PEOPLE CAN PICK UP INDIVIDUALLY.

ITEM 4B APPROVE AN AMENDMENT TO THE INTERLOCAL AGREEMENT ILA COMBINED PUBLIC SAFETY, DISPATCHING AND JAIL SERVICES FOR THE CITIES OF KELLER, SOUTHLAKE AND COLLEYVILLE.

ITEM 4C APPROVE AN AMENDMENT TO THE ILA FOR COMBINED ANIMAL CONTROL AND ANIMAL SHELTER SERVICES FOR THE CITIES OF KELLER, SOUTHLAKE AND COLLEYVILLE.

ITEM 4D AUTHORIZE EXPENDITURES WITH WEATHERPROOFING SERVICES FOR PROVIDING PREVENTATIVE AND CORRECTIVE MAINTENANCE ON ALL CITY FACILITIES AS NEEDED IN AN AMOUNT NOT TO EXCEED TWO HUNDRED AND FIFTY THOUSAND DOLLARS.

ITEM 4K APPROVAL OF ORDINANCE NUMBER 1236, 1ST READING APPOINTING SARA JANE DEL CARMEN AS AN ASSOCIATE JUDGE.

ITEM 4L APPROVE TOSHIBA COPIER SERVICE EXPENSES IN AN AMOUNT NOT TO EXCEED ONE HUNDRED AND SIXTY EIGHT THOUSAND DOLLARS.

ITEM 4M AUTHORIZE ANNUAL LANDLINE AND WIRELESS TELECOM INTERNET FROM ONESOURCE, VERIZON WIRELESS AND FRONTIER, AS WELL AS CABLE FROM SPECTRUM IN AN AMOUNT NOT TO EXCEED THREE HUNDRED THOUSAND DOLLARS.

ITEM 4N APPROVE THE PURCHASE OF NEW COMPUTER WORKSTATIONS IN AN AMOUNT NOT TO EXCEED TWO HUNDRED AND TWENTY FIVE THOUSAND DOLLARS.

ITEM 4 O APPROVE THE PROPOSAL FROM FORD AUDIO VIDEO SYSTEMS LLC, DESIGNED TO ADDRESS AUDIO, VIDEO ISSUES IN TOWN HALL IN THE EXECUTIVE CONFERENCE ROOM AND THE THIRD FLOOR TRAINING ROOMS IN AN AMOUNT NOT TO EXCEED ONE HUNDRED AND EIGHTY THOUSAND DOLLARS.

MID TEX DIVISION REGARDING THE 2020 RATE REVIEW MECHANISM FILING DECLARING EXISTING RATES TO BE UNREASONABLE, ADOPTING TARIFFS THAT REFLECT RATE ADJUSTMENTS CONSISTENT WITH THE NEGOTIATED SETTLEMENT.

AND THAT WILL GO BACK TO PLANNING AND ZONING COMMISSION AND WILL BE PLACED ON THEIR OCTOBER 22ND, 2020 P&Z COMMISSION AGENDA.

THAT SOUNDS LIKE FUN.

THIS WAS PLANNED WE HAD A FUN EVENT PLANNED FOR THE COMMUNITY.

GREAT.

MAYOR AND COUNCIL WEATHER IS GETTING COOLER.

AND BASED ON COUNCIL MEMBER HUFFMAN'S SUGGESTION, THE STAFF CAME UP WITH WHAT WE'RE CALLING A TREMENDOUS SCAVENGER HUNT AND WHAT ENTAILS THIS CONTEST IS THAT THE STAFF, SPECIFICALLY KEITH MARTIN, THE LANDSCAPE ADMINISTRATOR, WE JUST CALL HIM THE TREE GUY, IDENTIFIED TWELVE TREES THROUGHOUT THE CITY OF SOUTHLAKE.

AND THESE ARE NOT ONLY BEAUTIFUL TREES, BUT SOME OF THE TREES HAVE SOME BACK STORIES.

THEY ARE UNIQUE SPECIES AND THEY'RE IN OUR PARKS.

AND SO WE THOUGHT WE COMBINE A SCAVENGER HUNT THAT WOULD ENCOURAGE PEOPLE TO GET OUT INTO OUR PARKS, ENJOY OUR BEAUTIFUL PARKS, ENJOY THE WEATHER AND SEE SOME MAGNIFICENT TREES SOME THAT HAD A STORY.

AND SO WE CREATED THIS SCAVENGER HUNT CALLED A TREMENDOUS SCAVENGER HUNT.

AND TO BE ELIGIBLE FOR THIS, ALL YOU HAVE TO DO IS FIND IDENTIFY A TREE OR SPECIFIC TREE IN THE PARK. TAKE A SELFIE.

AND SEND THAT PICTURE EMAIL TO TALKTOUS@CITYOFSOUTHLAKE.COM, YOU SEE THE ADDRESS UP ON THE SLIDE TO ENTER THE SCAVENGER HUNT.

AND ONCE YOU'VE ENTERED THAT, YOU'LL BE ENTERED INTO A DRAWING TO WIN A STREET TREES OR 10 GALLON TREES THAT YOU CAN PLANT ON YOUR PROPERTY.

AND IF YOU WIN AND IF YOU DON'T WANT TO PLANT ON YOUR PROPERTY, YOU CAN DEDICATE IT TO THE CITY AND WE WILL PLANT IT AT OUR ONE OF OUR PARKS.

THE CONTEST WILL CONCLUDE OCTOBER 26TH AND THE WINNERS WILL BE SELECTED AT RANDOM.

AND THEN THE TREES WILL BE DELIVERED NOVEMBER 6TH, WHICH IS TEXAS ARBOR DAY TO COINCIDE WITH THAT PARTICULAR CELEBRATION.

SO, AS I MENTIONED, WE WENT OUT AND IDENTIFIED UNIQUE TREES IN THE PARKS, YOU SEE SOME OF THE TREES HERE THAT ARE IDENTIFIED.

THERE ARE SIGNS THAT ARE ASSOCIATED WITH THE TREE.

SOME OF THEM HAVE SOME INTERESTING STORIES LIKE THE BICENTENNIAL TREES THAT YOU'LL SEE THE PINE TREES AT THE PARK.

THOSE WERE PLANTED BY BOY SCOUTS IN THE MID 70S PRIOR TO THE OPENING OF THE PARK IN THE LATE 70S. SO THEY HAVE A UNIQUE BACK STORY.

YOU LOOK AT THE PARK, THE TREES THAT, FOR INSTANCE AT LIBERTY PARK AT SHELTONWOOD, THAT HAS A UNIQUE STORY WITH IT.

AND YOU CAN FIND OUT WHAT THAT IS IF YOU GO TO ENTER INTO THE CONTEST.

THE NOBLE OAKS TREE THAT'S A POST OAK.

THAT'S A CHAMPION BIG TREE IN THE DFW METROPLEX.

IT HAS THE LARGEST TRUNK DIAMETER OF ANY KNOWN POST OAK IN THE DFW METROPLEX AREA.

AND MOST PEOPLE DON'T KNOW THAT.

BUT YOU GET OUT AND VISIT THE PARK.

ROYAL AND ANNIE SMITH PARK THOSE ARE PONDEROSA PINES, AS FAR AS WE KNOW, MAYBE THE ONLY PONDEROSA PINES IN SOUTHLAKE.

AND SO THOSE WERE PLANTED BY THE SMITHS AT SOME POINT.

AND YOU SEE HOW LARGE THEY ARE.

BUT THEY'RE A VERY UNIQUE SPECIES FOR THIS PART OF THE METROPLEX.

AND THEN WE'VE GOT THE ELMS THAT ARE THE FOCAL POINT OF THE TOWN SQUARE.

IF YOU LOOK AT THE PHOTO AT TOP, THIS WAS A CHICKEN FARM, IT WAS THE ENTRY TO THEIR DRIVEWAY UP TO THE FARM.

AND AGAIN, THOSE HAVE AN INTERESTING STORY.

AND THE TOWN SQUARE UNITY TREE, WHICH WAS PLANTED TO HONOR THE FALLEN VICTIMS AND THE HEROES OF 9/11.

AND SO THESE TREES HAVE SOME SOME INTERESTING BACK STORIES OR UNIQUE SPECIES.

YOU CAN LEARN A LITTLE BIT ABOUT THE TREE ITSELF AND YOU CAN GET OUT INTO THE PARK.

AND SO THE CONTEST IS CENTERED TO GET PEOPLE OUT, FOCUSED ON GETTING PEOPLE OUT.

COUNCIL MEMBER HUFFMAN AND KEITH MARTIN DID A FACEBOOK LIVE TO KICK OFF THE SCAVENGER HUNT THIS MORNING. SO THANK YOU VERY MUCH, COUNCIL MEMBER HUFFMAN, FOR COMING OUT EARLY THIS MORNING AND DOING THAT.

THE INITIAL LIGHTS WERE PUT IN PRIOR TO YOUR LIGHTING ORDINANCE BEING CREATED.

SO THIS IS THE FIRST TIME A VARIANCE HAS BEEN REQUESTED FOR THE TENNIS COURTS.

TENNIS COURTS ARE LOCATED ON THE NORTHERN PORTION OF THE SCHOOL, THE HIGH SCHOOL CAMPUS JUST NORTH OF THE BASEBALL FIELD IN THIS GENERAL VICINITY IN NORTH EAST.

IF YOUR LOOKING EAST FROM PEYTONVILLE.

YOU CAN SEE THE EIGHT COURTS JUST NORTH OF THE BASEBALL FIELD.

AND THIS IS AN AERIAL VIEW JUST SHOWING THE EIGHT COURTS.

THERE ARE EXISTING METAL HALIDE LIGHTS ON THE EXISTING COURTS, BUT THEY ARE NOT IN COMPLIANCE WITH THE ULI LIGHT LEVEL REQUIREMENTS.

THE SCHOOL DISTRICT INDICATED THE PLANNING ZONING COMMISSION, THAT MULTIPLE SCHOOLS, WILL NOT COME TO THIS CAMPUS TO PLAY DUE TO THE LIGHTING CONDITIONS, THE CURRENT POLES, THE POLES THAT THE LIGHTS SIT ON NOW ARE ON THE COURT AND CAN EITHER COME INTO PLAY IN TERMS OF THE THE VISION OF SOMEBODY SERVING OR COULD BE AN IMPEDIMENT TO THE PLAY.

AND SO THE NEW LIGHT POLES WILL BE SITUATED SUCH THAT THEY WILL NOT INTERFERE WITH THE PLAY ON THE COURT. THE SCHOOL DISTRICT INDICATED THAT THE NEW SYSTEM WILL RESULT IN ENERGY SAVING MORE THAN 50 PERCENT IN THE LIGHTING SYSTEM THAT IS CURRENTLY IN PLACE NOW . THERE'S 50 PERCENT LESS SPILL OVER.

SO THESE LIGHTS WILL BE MUCH MORE EFFICIENT THAN THE EXISTING METAL HALIDE.

AND YOU'VE SEEN THESE LED SYSTEMS ON SOME OF OUR FIELDS, NORTH PARK BEING ONE OF THE RECENT ONES. AND SO THE LIGHTING, THE BLEED OVER INTO THE ADJACENT AREAS IS VERY MINIMAL AND VERY SHARP.

AND A CONTRAST FROM WHAT IS THE DARK AREA OR THE NIGHT AREA VERSUS WHAT IS THE LIT UP AREA. SO THIS IS JUST A VIEW OF THE TENNIS COURTS.

THESE ARE THE VARIANCES THAT ARE BEING REQUESTED.

ONE IS THE TEMPERATURE RANGE.

THE REQUEST IS FOR 5700 KELVIN, WHICH IS A STANDARD RANGE FOR SPORTS LIGHTING.

AND WE ALLOW 4300 KELVIN BY RIGHT.

AND THE REASON FOR THAT IS WE WERE TRYING TO GET THAT MORE YELLOW LOOK.

THE SPORTS LIGHT WILL BE IN THE MORE WHITE LIGHT OR BRIGHT LIGHT IN NATURE.

AGAIN, THESE ARE JUST TO SHOW THE THE SHARP CONTRAST FROM THE LIGHTED AREA VERSUS THE SURROUNDING AREAS.

SPECS ARE INCLUDED IN YOUR STAFF REPORT AND THEN THE FOOT-CANDLES ARE SHOWN IN THESE EXHIBITS. WHICH WILL MEET THE ULI STANDARDS, ALSO THE LIGHTING ENGINEER CONDUCTED THE HORIZONTAL VERTICAL MEASUREMENTS, THE PROPERTY LINE, AND THOSE FOOT-CANDLES WILL GO TO ZERO ALONG THE PROPERTY LINE, AS WELL AS THE LUMINANCE MEASURE WILL GO TO ZERO. AND SO FROM A DRAINAGE STANDPOINT, WE'RE ACTUALLY CAPTURING OUR DRAINAGE AND WE'RE NOT GOING TO DISCHARGE ANY OF OUR DEVELOP DRAINAGE ON CROOKED LANE TO TRY TO HELP PROMOTE THAT AND HELP PRESERVE IT.

YOU KNOW, LIKE WE SAID ABOUT ONE TO TWO TIMES A WEEK IS WHAT THEY ANTICIPATE FOR THE SITE WHENEVER IT FULLY DEVELOPS. RIGHT NOW, THEY CURRENTLY ONLY HAVE ONE, BUT EVEN WHENEVER THEY GROW INTO THE NEW FACILITY, THEY'RE ANTICIPATING TWO.
